Bureaucracy is decreasing, electronic applications are becoming widespread: Announced in the Official Gazette
With new communiqués published by the Revenue Administration, taxpayers' compliance costs are being reduced, the electronic notification system is being expanded, and the fight against the informal economy is being supported.
The Revenue Administration (GİB) of the Ministry has prepared general communiqués on the Tax Procedure Law, which have been published in the Official Gazette. These communiqués aim to reduce taxpayers' compliance costs and reporting obligations, eliminate bureaucratic processes, and support the fight against the informal economy.
With the new regulations, the Ba-Bs notifications, which have been filed by taxpayers keeping books on a balance sheet basis since 2005, have been discontinued. This change aims to eliminate the forms through which 1.6 million taxpayers report their purchases and sales. Thus, it is intended to significantly lighten the burden on taxpayers.
ELECTRONIC NOTIFICATION SYSTEM IS EXPANDING
The e-Notification (e-Tebligat) system, launched by the Revenue Administration in 2016, is used by 9.5 million people. With this system, notifications are made electronically and free of charge, and users are informed instantly via SMS and e-mail. With the new regulation, it is planned that those who purchase new vehicles as of January 1, 2025, will also be included in the e-Notification system. However, there is no obligation for individuals with a disability rate of 90 percent or more and for those under the age of 18.
NEW GENERATION CASH REGISTER DEVICES
In the published communiqué, notification procedures for the integration of new generation cash register devices were clarified. With the regulation made in 2013, POS devices that allow payments with bank cards and cash register devices that issue receipts were combined in businesses offering retail goods and services. A special irregularity fine of 200 thousand liras will be imposed on software companies and device manufacturers that do not fulfill their integration obligations. In addition, the conditions required to benefit from the new generation cash register device exemption have been updated.
DIGITAL TAX OFFICE
Thanks to the Digital Tax Office, taxpayers can fulfill their tax obligations electronically. With the communiqué, taxpayers will also be able to authorize their certified public accountants and sworn-in financial advisors, with whom they have an intermediary agreement, to perform transactions in the Digital Tax Office. Thus, financial advisors will be able to carry out transactions with their own credentials without needing the taxpayers' information.
FIGHT AGAINST THE INFORMAL ECONOMY
The new regulations are also considered an important step in the fight against the informal economy. Thanks to the increase in electronic document applications and the effectiveness of data sharing, it is aimed to monitor and control informal activities.
These developments aim to reduce bureaucratic processes for taxpayers, lower their costs, and prevent the informal economy. The government aims to increase tax compliance and ensure economic stability with such innovations.
