CMB imposes record fines in 10 months

The Capital Markets Board (CMB) imposed a total of 929 million 249 thousand liras in fines during the first 10 months of 2025 due to market-disrupting actions. Additionally, access to unauthorized leveraged trading and crypto websites was blocked.

CMB imposes record fines in 10 months

The Capital Markets Board (CMB) has taken strict measures against market manipulation during its audits conducted since the beginning of 2025. In this context, 94 individuals were fined 496 million 895 thousand liras for transaction-based market disruption, while 167 individuals were fined 432 million 354 thousand 690 liras for other market-disrupting actions.

Minister of Treasury and Finance Mehmet Şimşek, in his speech at the Capital Markets Congress, stated that penalties for market manipulation would be increased and the regulatory framework would be strengthened. Şimşek said, "We will take more decisive steps in the fight against manipulation in the coming period."

CMB Chairman İbrahim Ömer Gönül stated that they would not hesitate to impose penalties in cases of fund misuse.

As of the end of October 2025, two legal entities were fined a total of 6 million 57 thousand 994 liras for transaction-based market-disrupting actions. Furthermore, criminal complaints were filed against 78 people for transaction-based market fraud and actions affecting the prices of capital market instruments.

ACCESS BLOCKS ON WEBSITES

In 2025, 885 websites determined to be offering unauthorized leveraged trading and 32 websites identified as providing crypto asset services were blocked from access. Last year, these figures were recorded as 1,852 and 67, respectively. Additionally, while criminal complaints were filed against 236 people in 2024 regarding unauthorized capital market activities (forex), this number was 192 in 2025.
