Regulation changing the entire system at the Central Bank: New rules introduced

The rules regarding the disciplinary processes of the Central Bank of the Republic of Turkey (CBRT) personnel have changed. With the new regulation published in the Official Gazette dated August 21, 2026, the working principles for investigation, defense, appeal, and disciplinary boards for bank employees and contract personnel have been redefined.

According to the regulation, the approval of the Presidency Office will be required to initiate a disciplinary investigation. While the structure of the Disciplinary Board has also been reorganized, it was stated that the board will consist of 5 members.

One of the prominent topics in the new regulation is the provision regarding the right to defense. Accordingly, no disciplinary penalty can be imposed without taking the employee's defense. During the defense process, the allegations directed at the employee and the grounds for these allegations will be notified.

Criteria for evaluating reports and complaints have also been updated. It is stipulated that reports and complaints that are not based on concrete evidence or do not contain the necessary information will not be processed.

For appeals against disciplinary penalties, applications must be sent to the High Disciplinary Board within 15 days. The board will be able to make a decision within 30 days after the file reaches it. The personnel's right to apply to the administrative judiciary against disciplinary penalties will be preserved.

With the new regulation, the CBRT Disciplinary Regulation dated July 27, 2017, has been repealed. Thus, disciplinary processes at the bank will be carried out according to the provisions of the new regulation.
