TCDD's Samsun-Kalın line tender awarded to Kolin İnşaat for 1.27 billion TL

The tender by the TCDD General Directorate for the remediation and prevention of landslides on the Samsun-Kalın line has been awarded to Kolin İnşaat. A contract was signed with Kolin for the work, which was conducted via the negotiated procedure, for a value of 1 billion 274 million 918 thousand TL.

According to information provided by Yatırımlar Dergisi, bids were received on July 23 during the second session of the tender. The contract was signed on August 13. The estimated cost of the project was set at 1 billion 452 million 783 thousand 959 TL.

In addition to Kolin İnşaat, Demyolray Yapı İnşaat, Ziver İnşaat, Özaltın İnşaat, and Fernas İnşaat submitted bids for the tender. While the lowest bid came from Kolin İnşaat, Fernas İnşaat's bid remained above the estimated cost.

BIDS SUBMITTED IN THE TENDER

Kolin İnşaat is among the companies frequently in the spotlight due to the high-value public tenders it has received during the AKP government era. In World Bank data covering the 1990-2020 period, Kolin was ranked 5th in the list of companies receiving the most public tenders globally.

It is noted that the company is involved in numerous public projects in the fields of transportation, energy, mining, and infrastructure, in addition to public-private partnership and build-operate-transfer projects. Records also show that Kolin has benefited 36 times from incentive certificates providing advantages such as VAT exemptions and tax waivers between 2010 and 2024.

The other companies that submitted bids in the tender are also known for their public projects. Ziver İnşaat is owned by Veysel Demirci, who was a parliamentary candidate nominee from the AKP. While Özaltın İnşaat stands out particularly with its TCDD tenders, Fernas İnşaat is known as a company owned by the family of AKP Batman MP Ferhat Nasıroğlu.
