The era of preparing rental agreements via e-Devlet has begun. Landlords and tenants will be able to easily complete transactions in a digital environment, creating rental agreements through a transparent and secure process. So, what steps need to be followed to create a rental agreement via e-Devlet? Here are all the details...
The implementation regarding the preparation of rental agreements via e-Devlet has begun. In the first phase, e-Devlet users over the age of 18 can benefit from the application. In the first part of the service, the agreement prepared by individual property owners via "Rental Agreement Transactions" on e-Devlet will be approved by the tenant, again through e-Devlet.
According to the report in Sabah Newspaper, properties with up to 10 shareholders can also be rented out through this service. For rental agreements created via the service, a time-stamped "barcoded document" is generated, and document verification can be performed via e-Devlet.
The second phase of the service will be made available at the end of the year. In the continuation of the regulation, real estate consultants and authorized persons will be included in the process with the role of preparing agreements and submitting them for the approval of the parties (property owner and tenant).
The work on regulating rental agreements via e-Devlet was initiated following citizens' demands regarding the resolution of disputes in this area.
The service aims to relieve consumers of the burden of submitting rental agreements to institutions. Furthermore, it is planned to obtain data through these agreements to create the Turkey Real Estate Value Map.
WHAT ARE THE BENEFITS?
Minister of Treasury and Finance Mehmet Şimşek stated that this service would provide benefits for all segments and that agreements could be made quickly, easily, and reliably.
Şimşek stated, "Our citizens will be able to make their rental agreements quickly, easily, and reliably via the e-Devlet Gateway, independent of location, and without time or document costs. It will also relieve our citizens of the burden of submitting rental agreements to institutions. Bureaucracy will be further reduced."
Consumer associations reported that the "making rental agreements via e-Devlet" application, launched by the Ministry of Treasury and Finance, would have positive effects on various issues ranging from the protection of the parties' rights to transparency and reliability.
Consumers Association President Levent Küçük said that the application for making rental agreements via e-Devlet could prevent informality.
Stating that the regulation would simplify the rental agreement process and reduce bureaucratic procedures, Küçük said, "The ability to access agreements anytime and anywhere will provide convenience for everyone. The e-Devlet Gateway will ensure that agreements are recorded and stored in a more reliable environment, which will increase transparency and reliability. The regulation will be beneficial for both tenants and landlords."
CAN BE USED AS EVIDENCE IN DISPUTES
Pointing out that digital records can be used as evidence in potential disputes and will accelerate the process of concluding lawsuits, Küçük expressed that it is important to provide information and support services for citizens who may have difficulty using the system. Consumer Rights Association President Ergün Kılıç also stated that integrating the digital economy into tax transactions would eliminate informality.
Pointing out that the regulation could be an important application that supports consumers in preventing unfair price increases, Kılıç said, "Agreements made via e-Devlet carry the quality of evidence in case of disputes and provide a positive impact for the resolution of conflicts."
HERE ARE THE STEP-BY-STEP PROCEDURES
1 - As a first step, you need to log in to your e-Devlet account.
2 - If you do not have an account yet, you can easily log in with the password you will receive from the PTT.
3 - After logging in, type rental agreement into the search bar and select the relevant service.
4 - At this stage, both the tenant and the landlord need to enter their information into the system.
5 - Details of the agreement such as rental price, payment terms, and deposit are also added.
6 - When this information is completed, both parties approve the agreement digitally.
7 - After completing the agreement, both parties can store the document in a digital environment.
8 - You can download and use the PDF copy of the rental agreement via e-Devlet.
