Expansion of green passport scope in Parliament: Proposal for 6 professional groups in committee
With the proposal submitted to Parliament, the path to a green passport could be opened for village and neighborhood heads (muhtars), financial advisors, pharmacists, doctors, engineers, and architects.
A legislative proposal aimed at expanding the scope of the special-stamped passport, known as the green passport, has been brought to the agenda of the Grand National Assembly of Turkey. If the proposal is enacted, individuals in 6 professional groups will be able to obtain a green passport, provided they meet certain conditions.
The regulation, submitted to the Speaker of the Parliament by Gaziantep Deputy Melih Meriç, covers village and neighborhood heads (muhtars), financial advisors, pharmacists, doctors, engineers, and architects. The proposal stipulates requirements such as membership in a professional chamber and at least 15 years of seniority for certain professions.
According to the regulation, certified public accountants registered with TÜRMOB and its affiliated chambers, as well as self-employed financial advisors with at least 15 years of seniority; self-employed pharmacists who are members of the TEB and have completed 15 years in the profession; and doctors working in the private sector who are members of the TTB, as well as engineers and architects who are members of the TMMOB, will be able to benefit from the special-stamped passport if they meet the criteria.
JUSTIFICATION FOR THE PROPOSAL: VISA BARRIERS
The justification for the proposal states that some professionals working in the private sector face visa barriers when attending training sessions, seminars, and professional meetings abroad. It was stated that this situation limits the sharing of knowledge and experience and makes it difficult to participate in international processes in fields such as medicine, construction, pharmacology, and finance.
The justification also noted that village and neighborhood heads (muhtars) may encounter similar visa problems when they wish to observe activities and projects abroad or gain knowledge and experience.
The legislative proposal, which was submitted to the Speaker of the Parliament on September 16, was referred to the Interior Affairs Committee on October 1. If the proposal is enacted following the committee and General Assembly process, the right to a green passport will be opened for professionals who meet the specified conditions.
