Presidential Advisor Mehmet Uçum responds to HÜDA PAR's attack on the Constitution!
Chief Advisor to the President Mehmet Uçum responded via his social media account to HÜDA PAR Chairman Zekeriya Yapıcıoğlu, who targeted the first 4 articles of the Constitution.
Chief Advisor to the President and Deputy Chairman of the Presidential Legal Policies Board Mehmet Uçum made statements regarding HÜDA PAR Chairman Zekeriya Yapıcıoğlu’s demand to amend the 4th article of the Constitution.
Emphasizing that the principle of unchangeability in this article is a piece of advice from the founding generation to the future, Uçum stated, "The principle of unchangeability does not mean placing a mortgage on the will of the next generation; it is the foundation of national unity and continuity."
In his statement on his social media account, Uçum said, "The principle of unchangeability is the advice of the founding generation to future generations. Contrary to what is said, it is not about placing a mortgage on the will of the next generation, and this would not be materially possible anyway."
Stating that every generation has the right to perform its own founding, Uçum noted, however, that any new founding must rely on the accumulation of the previous generation; otherwise, the continuity of the state and the country could be at risk.

Regarding the new constitution debate, two issues need to be clarified:
1-) THE FIRST THREE ARTICLES AND THE PRINCIPLE OF UNCHANGEABILITY
First of all, let us state that the first three articles and the “principle of unchangeability” regarding the first three articles must be protected.
Looking at the current agenda, the principles in the first three articles are not actually a subject of debate. It is seen that there is a general consensus in Turkish society regarding the first three articles. In terms of the current situation, the issue is the meaning of the principle of unchangeability regarding the first three articles for future generations.
In this respect, the approach of the principle of unchangeability means offering future generations a strong political and legal perspective regarding the protection of national accumulation.
Furthermore, the principle of unchangeability is the advice of the founding generation to future generations; contrary to what is said, it is not about placing a mortgage on the will of the next generation, and this would not be materially possible anyway.
Because, ultimately, every generation has the right to perform its own founding. However, every new founding must rely on the accumulation of the previous generation. Otherwise, ensuring the continuity of the state, the nation, and the country is put at risk. In fact, continuity cannot be ensured.
In other words, no new founding can be done by resetting the past. This is impossible both objectively and subjectively. For this reason, the principle of unchangeability means the foundation of national unity and continuity. Protecting this foundation is the duty of the next generation. Emphasizing the principle of unchangeability to remind them of this duty is the task of the current generation.
2-) CITIZENSHIP
Citizenship is not determined according to the characteristics and diversity of society; it is determined according to the qualities and unity of the nation; citizenship does not arise from being a member of society, but from being a member of the nation.
The content of Turkish citizenship is formed by Republican citizenship. That is, Turkish citizenship is a factual citizenship that emerged from the process of liberation and foundation. It is definitely not based on ethnicity and is by no means a racial citizenship.
Atatürk defined it as “The people of Turkey who founded the Republic of Turkey are called the Turkish Nation.”
Starting from this definition, it must be determined that Turkish citizenship is being a member of the Turkish Nation, which is the founder of the Republic.
For this reason, Turkish citizenship is not a citizenship granted by the Constitution, that is, constitutional citizenship, but a citizenship identified and determined by the Constitution and whose law is created by the Constitution.
The new constitution will of course protect the concept of Turkish citizenship. Because the concept of Turkish citizenship is not a concept that can be played with through constitutional law, that is, it is not just a subject of law. Turkish citizenship cannot be debated either by its name or its content."

HÜDA PAR Chairman Zekeriya Yapıcıoğlu, in a live broadcast he attended on a television channel, targeted Article 4 of the Constitution and stated that they wanted the article in question to be abolished. Yapıcıoğlu had stated the following:
"I said it one by one as if explaining it to a fool, yet they insist on not understanding. We say there should not be a 4th article of the constitution. Let me look at the camera and say it again; we say there should not be a 4th article of the constitution. Having unchangeable articles in the constitution does not mean let us change all the articles you call unchangeable. We are against the 4th article of the constitution. Okay, did you understand? The 4th article is placing a mortgage on the will of future generations. Let us sit down and write the other articles together. Not the first 4 articles, the 4th article."
