New details from AKP Spokesperson Çelik on the 'historic speech': Comprehensive and profound

Çelik answered questions regarding the agenda and made statements during a live broadcast on TV100.

Responding to a question about whether the process for a Turkey without terrorism is progressing in line with its goals, Çelik stated that the state's fight against terrorism includes not only hard power elements but also various legal regulations that encourage the dissolution of the terrorist organization and the abandonment of the terrorist organization.

Reminding of the call made by MHP Chairman Devlet Bahçeli regarding the terrorist organization laying down its arms and disbanding, Çelik said, "After being discussed for a while in our political life, this is now a state project within the framework of the instructions given directly by our President to state institutions regarding the execution of the process. In other words, as the head of state, our President has given this instruction to state institutions and the government."

Stating that the PKK terrorist organization's process of laying down arms is an important step and that disarmament and the dissolution of the organization will take place outside of Turkish territory, near Sulaymaniyah, Çelik said, "There is the matter of disarmament and dissolution in three main categories. These three categories are already the PKK in Iraq, the SDG and PYD in Syria, and the PJAK structure in Iran. And then there is the KCK structure, which is organized at the level of illegality in Turkey, Europe, and elsewhere, regarding ideology and financing. This entire process needs to be concluded and brought to an end."

Ömer Çelik expressed that a stance must be taken against all terrorist organizations regardless of their label, and that they must be disbanded and the process of laying down arms must be realized, adding, "When this happens, there will be no depth of field left for those trying to continue this armed terrorist organization's activities in our immediate region. In other words, there will be no living space left for them, nor for those who are extensions of various proxy wars in our immediate region, in any way."

"THERE ARE STILL MECHANISMS IN PLACE"

Emphasizing that it is extremely wrong to view the terrorist organization as a gain for any sect or ethnic identity, Çelik stated that legitimizing terrorism does not provide any gains for any identity.

Çelik gave the following answer to the question of what will happen to the members of the organization who lay down their arms:

"There are many regulations in our existing laws regarding those who have not been involved in crimes and those who have. In fact, there are still mechanisms in place. Even during a conflict or when it surrounds any place, the Turkish Armed Forces calls for surrender. Later, there are certain mechanisms regarding their surrender. Ultimately, if there are new regulations needed for this dissolution process and the disarmament process we mentioned, the commission in Parliament will of course be a compass for this, will prepare the ground for this, and will form a basis for this. It will develop depending on the agenda of that commission."

Responding to a question about criticisms regarding the video message, Çelik stated that they are operating mechanisms regarding the dissolution of a terrorist organization within Turkey's own sovereign territory, saying, "Here, the state is using the legal mechanisms at its disposal regarding the terrorist organization laying down its arms. As a result, what is the fundamental basis in the decisions made by the Ministry of Justice, the activities carried out by the National Intelligence Organization, the struggle carried out by the Turkish Armed Forces, and the struggle of the Ministry of Interior in conducting all these processes? It is already our legal system and our constitutional order."

Pointing out that the state uses the legal tools at its disposal as effectively as it uses hard power elements and soft power elements, Çelik noted the following:

"The fundamental principle here is this: there is no bargaining regarding the fundamental qualities of the state and the fundamental values of the nation. There is no give-and-take process regarding the fundamental qualities of the state and the fundamental values of the nation. All of this is being carried out within this framework, around the principle of one nation, one flag, one homeland, one state, as expressed by our President. In other words, there is no step to be taken that would harm or cast a shadow on this principle."

"THERE IS NO STEP THAT WOULD CAST A SHADOW"

Wishing mercy upon the soldiers who were martyred due to methane gas poisoning in the Claw-Lock Operation region, Çelik said, "All these sacrifices were made so that our country would not be divided, that is, so that this principle of one nation, one flag, one homeland, one state would be protected. Today, there is not a single step that casts a shadow on these sacrifices. Neither our President would allow such a thing, nor would Devlet Bahçeli approve it."

Stating that the Grand National Assembly of Turkey (TBMM) is the greatest manifestation of the national will, Çelik said, "Ultimately, the place where this entire dissolution and disarmament process will be carried out, where issues will be discussed, and where the ground will be prepared, will eventually have its commission established within the supreme Parliament."

Çelik assessed that in processes in different countries, "third eyes" have intervened, and said, "In the process we are currently conducting, there is no third eye. In other words, the eyes of the Republic of Turkey will directly see this, report it, and present it to our President. The state mechanism will also evaluate it in this way. Therefore, everything here will take place before the eyes of our nation."

Pointing out that Turkey's need for a civilian constitution has come to the agenda in many areas regarding every issue of the country, Çelik said, "Within this framework that we call the Century of Turkey, Turkey needs to embrace this with a constitution realized with a new and civilian will. Ultimately, this is a text that constitutes the basis of state life, which we call the fundamental law, and it is a text regarding the framework in which the national will will meet and carry the coming decades and the coming century."

"OPPOSITION SHOULD BE DONE THROUGH CONTENT"

Responding to a question about the commission planned to be established regarding the process of the dissolution of the terrorist organization and the laying down of arms, Çelik said, "There are already other commissions in Parliament regarding other areas. In other words, there is a Constitutional Commission, there are other commissions. Therefore, the reason for the existence of this commission is to do what is necessary in terms of carrying out the process regarding the terrorist organization laying down its arms and disbanding. Our Speaker of Parliament held a meeting. Therefore, I evaluate that it will be established in the near future. We hope that all political parties will provide the necessary contribution."

Çelik gave the following answer to the question of whether integrity can be achieved among political parties regarding a "Turkey without terrorism":

"The issue of terrorism is one of Turkey's most important issues. Protesting the commission and saying, 'We will not be in this commission' is not the right attitude from a political perspective. The main opposition should be done through content. 'Because I am against the government, I am against everything the government brings'—this is not politics. Everyone wants Turkey to be saved from the burden of terrorism. And the roadmap that everyone will put forward towards this point should be listened to with value. When there is a regulation needed regarding the dissolution of this organization and the laying down of arms, whether they have been involved in crimes or not, or in this position or that, the commission will discuss this freely and try to create a roadmap regarding it. In other words, every political party may have different views here, may have different proposals. We will see that at the commission stage."

Noting that provocations against the country take place every day, Çelik said, "No country that has a border like Iraq and Syria and is faced with such a complex structure beyond the border can wage the struggle that Turkey is waging."

Ömer Çelik noted that at the point reached, the realization of the first stage of the dissolution and disarmament process would allow for the opening of very new pages.

"COMPREHENSIVE AND PROFOUND"

Regarding the question about the statement President Recep Tayyip Erdoğan will make on Saturday, Çelik said, "A comprehensive camp preparation has been made. Almost all topics, that is, all topics including domestic policy and foreign policy, will be discussed. If the laying down of arms takes place, our President will make his first speech regarding this point reached and what comes next during his traditional address at the opening of the camp. This will be a comprehensive and profound speech."

Upon being reminded of the statements made by CHP Chairman Özgür Özel regarding him, Çelik noted the following:

"Our views on the republic and democracy are extremely clear. We have explained this many times on various occasions. We have clearly written it in our party program and our bylaws. When someone we do politics with uses a wrong expression, we express our view that it will not be accepted in terms of our party program and bylaws. A party that has been behind every coup made against the republic and is at odds with Atatürk's will has come to try to grade us."
