Amount to be paid from the Treasury to contractors is increasing
The guaranteed amount to be paid by the General Directorate of Highways to contractors under Build-Operate-Transfer (BOT) projects will reach 328.7 billion TL in the 2025-2027 period.
The guaranteed amount to be paid from the General Directorate of Highways (KGM) budget to contractors for Build-Operate-Transfer (BOT) projects is increasing rapidly.
Guarantee payments, which were 56.9 billion TL in 2023, are estimated to reach 328.7 billion TL in the 2025-2027 period.
According to a report by Birgün, the Medium-Term Program (OVP) prepared by the Presidency of Strategy and Budget reveals the scale of payments to be made to contractors under the current transfers item in the KGM budget.
Within the scope of the plan, the total guaranteed amount projected to be paid for the years 2025, 2026, and 2027 has been set at 328.4 billion TL.
ANNUAL ALLOCATION PLANNING
The distribution of guaranteed amounts to be paid to contractors by year is as follows:
2025: 94 billion 963 million TL
2026: 114 billion 369 million TL
2027: 119 billion 158 million TL

GUARANTEE PAYMENTS ARE INCREASING EXPONENTIALLY
Guarantee payments made from the KGM budget for BOT projects have shown a significant increase over the years. This amount, which was 5.1 billion TL in 2019, rose to 56.9 billion TL in 2023.
Annual payments over the last five years are listed as follows:
2019: 5.1 billion TL
2020: 10.1 billion TL
2021: 14.2 billion TL
2022: 36.3 billion TL
2023: 56.9 billion TL
