Irregularities in provincial universities: Tailor-made tenders and cronyism

The Court of Accounts (Sayıştay) has published its 2023 audit report, drawing attention to tailor-made cronyism and tender irregularities in provincial universities. It was determined that many universities have engaged in practices that hinder competition and undermine the efficient use of public resources.

TRANSPARENCY ISSUES IN TENDERS

According to a report by Cumhuriyet, serious problems were identified in the tender processes at Düzce University.

The Court of Accounts report stated that "the tender document for the catering service procurement carried out by Düzce University contained provisions that restricted participation in the tender and created uncertainties that would affect the bid price." The report emphasized that regulations contrary to the Public Procurement Law were implemented, which reduced competition and drove up prices.

TAILOR-MADE TENDERS

It was reported that anti-competitive conditions were created in tenders held at Necmettin Erbakan University. In a vehicle rental tender opened by the Department of Health, Culture, and Sports, it was determined that competition was stifled by requiring participating firms to own 80 percent of the vehicles themselves.

ADDITIONAL COURSE PAYMENTS MADE

At the Sakarya University of Applied Sciences, it was revealed that additional course payments were made for classes that were not held during summer and semester breaks, creating irregularities in the calculation of additional course fees.

In the audit report regarding Fırat University, it was determined that some businesses within the campus were operating without business opening and operating licenses.
