Mehmet Uçum takes aim at DEM Party without naming them
Mehmet Uçum, Chief Advisor to the President and Deputy Chair of the Presidential Legal Policies Board, took aim at the DEM Party without naming them in an article he penned regarding the new 'opening' process dubbed 'Terror-Free Turkey'.
Mehmet Uçum, Chief Advisor to AKP Chairman and President Recep Tayyip Erdoğan, has added a new entry to his 'Sunday articles'.
In these articles, where he evaluates the agenda and delivers messages, Uçum's focus this time was the new 'opening' process dubbed 'Terror-Free Turkey', which was architected by MHP leader Devlet Bahçeli.
Uçum stated, "The goal of a Terror-Free Turkey cannot be a subject of debate for democratic politics."
Taking aim at the DEM Party without naming them, Uçum noted the following in his article:
"The goal of a Terror-Free Turkey is a state policy that has been put into effect unconditionally, without reservations, and without bargaining.
With the İmralı call and the decision for dissolution, the addressees of this goal have done what was required. The next dimension is the practical realization of the consequences of the dissolution decision.
"THE ADDRESSEES ARE NOT LEGAL ACTORS"
The surrender of weapons and the practices regarding members of the dissolved terrorist organization are technical matters. The technical process cannot be used as material for the political agenda. No search for bargaining on any subject can be entered into through technical practices. This issue should not even be discussed in the democratic political environment. The addressees of the practical and technical aspects of the Terror-Free Turkey goal are not legal actors.
No one should act as a party to a technical process for which they are not the addressee, nor should they inappropriately take it upon themselves to act. Legal politics that rejects its ties to terrorism must avoid messages that place itself in the position of the organization.
"OTHERWISE, THE AFOREMENTIONED LEGAL SEGMENT..."
It is not a situation that anyone would accept for someone to speak on behalf of weapons without assuming the responsibility for the weapons and the terrorism. Otherwise, the aforementioned legal segment will face a much more severe legitimacy problem from now on.
Until the final stage of the Terror-Free Turkey goal is put into effect; it is a reality that the relevant legal politics does not oppose the tutelage of terrorism and does not show enough effort for the liquidation of terrorism, and that the terrorist organization has not made a clear accounting regarding the meaninglessness of its existence. These factors also have an influence on the emergence of today's State Initiative and the subsequent call by Öcalan. Therefore, both the elements of the dissolved organization and the representatives of legal politics must avoid approaches that would create doubt regarding their acceptance of Öcalan's final decision-making will, which they express at every opportunity.
On the other hand, it was announced with the İmralı call and the dissolution decision that the tutelage of terrorism over some legal political structures has ended. Despite this, if some elements still encourage and prefer to conduct politics with the assumption of terrorist tutelage, they will fall into a serious error. This habit must be abandoned. The opportunity to engage in independent democratic politics should be valued and this opportunity should be used effectively.
Everyone who is responsible must be vigilant against intellectual provocations aimed at the Terror-Free Turkey goal. Furthermore, it is extremely important to stay away from approaches that are open to abuse and distortion in the language used, the statements made, and the rhetoric preferred.
It is a historical responsibility for everyone engaged in democratic politics to give full support to the Terror-Free Turkey goal and to show determination regarding the realization of practical results. Considering the increasing threats to the region by the terrorist state and genocidal Israel today, those who hesitate regarding this historical responsibility make a big mistake.
It is correct to act with the awareness that after the practical results of the Terror-Free Turkey goal are completed, a period will be entered that will carry the democracy and legal reform process much further.
Another important issue; although it is known that the National Unity and Solidarity Commission, which Mr. Bahçeli called to be established in the TBMM, will come to the agenda after practical results are achieved, it is a complete distortion for some to voice this proposal as a prerequisite for technical processes. Mr. Bahçeli's historically significant Commission call and such constructive approaches should be handled with care and their abuse should be prevented.
Following the Terror-Free Turkey goal, it is foreseen that the Parliament and political parties will focus on a new constitution study together with the public, and that more concrete work will be done to complete Turkey's democratization process with a new constitution. This responsibility cannot be shared with any actor other than those who are legitimate.
As a result, it is clear that much more favorable conditions will emerge with the transition to a Terror-Free Turkey for a new constitution that protects and strengthens Turkey's geographical integrity, political unity, internal and external security, is based on the principles of the Republic and democratic accumulation, and is embraced by everyone without feeling any deficiency."
