YENİ Party Zonguldak Deputy Deniz Yavuzyılmaz shared data regarding the passenger guarantee for the Ankara Train Station, which was built using the Build-Operate-Transfer model. Yavuzyılmaz reported that for the period between October 29, 2025, and October 29, 2026, the actual number of passengers was only 2 million 988 thousand 839, against the guaranteed 10 million departing passengers.
According to the statement Yavuzyılmaz made on his social media account, the Treasury is expected to pay the operating company 17 million 700 thousand dollars, including VAT, due to the difference between the guaranteed number of passengers and the actual number. Yavuzyılmaz stated that this amount corresponds to 885 million Turkish Lira at the current exchange rate.
Criticizing the guarantee mechanism, Yavuzyılmaz stated that the deviation between the actual figures and the guarantee is 70 percent, adding, "This is not a Treasury guarantee, it is a guarantee to impoverish the citizens."
Yavuzyılmaz reminded that the Ankara Train Station was opened in 2016 and will be transferred to the public in 2037. He noted that the company in charge of the project is ATG Gar İşletmesi AŞ, a joint venture of Kolin, Cengiz, and Limak.
The post noted that the total number of guaranteed departing passengers until the date of transfer to the public is 106 million, and the guaranteed amount per passenger is set at 1.5 dollars plus VAT. Yavuzyılmaz also said that the revenues from the four-star hotel with 134 rooms and 268 beds, the shopping mall with 170 stores, and the parking lot with a capacity of 1,200 vehicles within the scope of the project were left to the operating company for 20 years and 6 months.
