Breaking News... Student amnesty proposal submitted to Parliament: Who will benefit, who will be excluded?

The regulation concerning students whose enrollment at universities was terminated has been brought to the agenda of the Grand National Assembly of Turkey. The legislative proposal prepared by the AK Party, which includes the regulation known in the public as the "student amnesty," has been submitted to the Speaker of the Parliament.

AK Party deputies completed their work on the proposal, which was prepared under the coordination of Group Chairman Abdullah Güler and envisions changes to the Higher Education Law. The details of the proposal were shared by AK Party Group Deputy Chairman Özlem Zengin.

THOSE WHO DID NOT BENEFIT FROM PREVIOUS AMNESTIES ARE ALSO INCLUDED

According to the legislative proposal, students who did not benefit from any student amnesty regulations enacted in previous years for any reason will also be able to benefit from the new regulation.

Thus, an opportunity to return to their education will be provided for students whose enrollment was terminated and who did not exercise their right to benefit from previous amnesties.

A 4-MONTH PERIOD WILL BE GRANTED FOR APPLICATIONS

Following the enactment of the proposal, students who wish to benefit from the regulation will be required to apply to the higher education institution from which their enrollment was terminated within 4 months.

Students who submit their applications within the specified period will be able to benefit from the rights within the scope of the regulation.

SEPARATE REGULATION FOR THOSE PERFORMING MILITARY SERVICE

The proposal also includes a separate provision for students who are currently performing their military service or who are in military service on the date the regulation enters into force.

Accordingly, individuals who complete their military service will be able to benefit from the regulation if they apply to the university from which their enrollment was terminated within 2 months from the date of their discharge.

THOSE CONVICTED OF CERTAIN CRIMES ARE EXCLUDED

The legislative proposal also clearly states which individuals will not be able to benefit from the student amnesty.

Accordingly;

Those convicted of terrorist crimes,

Intentional killing,

Torture,

Sexual assault,

Sexual abuse of children,

Manufacturing and trafficking of drugs or stimulants,

will not be included in the scope of the student amnesty.

OPPORTUNITY FOR PROGRAM CHANGE IS ALSO INTRODUCED

The proposal also envisions granting a new right to students who will return to their universities under the amnesty regarding program changes.

Accordingly, provided that they meet the necessary score requirements, students may be allowed to transfer to different programs with the same score type.

PROPOSAL HAS ENTERED THE PARLIAMENTARY PROCESS

If the legislative proposal submitted to the Grand National Assembly of Turkey by the AK Party is enacted following deliberations in parliamentary commissions and the General Assembly, the new provisions regarding the student amnesty will enter into force. Students who can benefit from the regulation will be able to exercise their rights by applying to their universities within the specified application periods.
