The 'change' process that began with Özgür Özel in the CHP following the elections

Following the chairmanship election, which concluded in two rounds on the first day of the CHP's 38th Ordinary Congress, the PM election also took quite a long time, and the results were announced today at 11:00. In the Congress, where Istanbul Deputy Oğuz Kaan Salıcı, who supported Kılıçdaroğlu, presented a counter-list, only 11 people managed to break through Özel's list.

According to BBC Turkish, this means that Özel's hand has been strengthened in the PM, which is the highest body in determining party policies, including selecting the Central Executive Board (MYK), mayoral candidates, and parliamentary candidates.

There were 380 applications for the 60-member PM and 98 for the 15-member High Disciplinary Board (YDK). Özgür Özel nominated 12 names from the Science, Management, and Culture Platform (BYKP) quota. 52 members of the PM were elected via a blanket list, and 8 members were elected from the (BYKP) quota, known as the "chairman's quota."

Özgür Özel prepared a 70-person key list by taking into account regional and organizational balances, as well as the suggestions of Istanbul Metropolitan Mayor Ekrem İmamoğlu and provincial chairs.

Özel keeping the key list broad also reduced the possibility of it being broken, as more options were presented to the delegates.

Istanbul Deputy Oğuz Kaan Salıcı, who supported Kemal Kılıçdaroğlu during the congress process and was among Kılıçdaroğlu's close aides before the election, presented a counter-list under the name of "balance and oversight."

'ISTANBUL BALANCE' WAS OBSERVED, A NAME DISMISSED BY THE KILIÇDAROĞLU ADMINISTRATION IS IN THE PM

49 names on Özgür Özel's key list qualified to enter the PM.

Özel prepared the key list for the PM with the suggestions of Ekrem İmamoğlu, who supported him. An "Istanbul balance" was observed in the list.

Names close to İmamoğlu entered the PM with high votes in the PM election.

Istanbul Deputies Gökan Zeybek and Özgür Karabat, and Istanbul Provincial Youth Branch Deputy Chair Bedirhan Berk Doğru, who are known for their closeness to İmamoğlu, entered the PM from the first three spots.

Ozan Işık, who was removed from his position as Secretary General at the Youth Branches Headquarters because he reacted to the appointment of Anıl Ulukuş, who has roots in the Victory Party (Zafer Partisi), as an advisor to Kılıçdaroğlu after the May elections, managed to enter the PM from the fourth spot.

SALICI REMAINED OUTSIDE THE PM, AYLİN NAZLIAKA ENTERED THE PM VIA THE WOMEN'S QUOTA

Istanbul Deputy Oğuz Kaan Salıcı, who stood by Kılıçdaroğlu during the congress process and served as the deputy chairman responsible for organizations before the elections, presented a list against Özel.

Salıcı was placed 51st on the PM list, but remained outside the PM because the women's and youth quota is applied in the CHP. Instead of Salıcı, Women's Branch Chair Aylin Nazlıaka, who was on his list, entered the PM via the women's quota.

Former deputies Müslim Sarı, Mehmet Tüm, Ali Haydar Hakverdi, and Bursa Deputy Orhan Sarıbal managed to break through Özel's list and enter the PM.

Ankara Deputy Semra Dinçer, who served as a Deputy Chair in Kılıçdaroğlu's last MYK, also broke through the list and became a PM member.

Koza Yardımcı, Saniye Barut, and Gonca Orhan were other names who entered the PM from Salıcı's list.

SALICI'S NAME WAS MENTIONED AMONG CHAIRMANSHIP CANDIDATES

Oğuz Kaan Salıcı was among the names who gave the final shape to the parliamentary candidate lists together with Kılıçdaroğlu before the elections. During the congress process, the change-makers held him responsible for "giving 39 parliamentary seats" to the low-vote Nation Alliance partner parties.

Salıcı, on the other hand, reacted to the change-makers who targeted him and Kılıçdaroğlu due to the election defeat, saying, "Eight people took the stage; six political party leaders, two of our mayors. They say, 'We all ate this meal together, but let Kılıçdaroğlu pay the bill,' this is not the right thing to do. If we turn around and try to pin the whole bill on Kılıçdaroğlu, we will be taking the matter out of its context."

Salıcı presenting a counter-list at the Congress brought up the question of whether the Kılıçdaroğlu team would start an intra-party opposition movement. Because Salıcı's name was mentioned among the chairmanship candidates after Kılıçdaroğlu before Özel was elected chairman.

TANRIKULU ALSO REMAINED OUTSIDE THE PM

Due to the gender quota, in addition to Salıcı, Nevaf Bilek, who was on his list, and Diyarbakır Deputy Sezgin Tanrıkulu, who was on Özel's list, also remained outside the PM.

DENİZ YAVUZYILMAZ IS IN THE PM DESPITE NOT BEING ON THE LIST

The CHP Congress Regulation contains the provision: "In elections, those who receive less than one-fifth of the total number of members, including those covered by the quota, are not considered elected as principal or substitute members."

There are 1366 official delegates at the CHP's 38th Ordinary Congress. Accordingly, one-fifth of the absolute majority corresponds to 273 votes.

For this reason, there is a possibility that Gonca Yelda Orhan, who entered the PM list with 259 votes from the women's quota, and Gizem Coşkun, who entered with 252 votes from the youth quota, could be left off the list.

It is stated that Mehmet Necati Yağcı, who received 408 votes, and Sezgin Tanrıkulu, who received 406, could become PM members instead of these two names.

Sakarya Provincial Chair Ecevit Keleş, who was on both Özel's and Salıcı's lists, is also among the names who entered the PM with high votes.

Zonguldak Deputy Deniz Yavuzyılmaz, who was not on either list and stood out with his performance regarding mining accidents in the TBMM KIT Commission, and Erbil Aydınlık, who was in Kılıçdaroğlu's last PM, also broke through Özel's list and were elected to the PM.

KEMAL KILIÇDAROĞLU DID NOT PRESENT A COUNTER-LIST

Kemal Kılıçdaroğlu, who lost the chairmanship election in the CHP, did not present a counter-list, and except for a few names, his close aides did not run for the PM either.

Names that Özel described as "worn-out names," who supported him but had served as deputies or party administrators for many years, also remained outside the PM because they did not run. For this reason, a comprehensive change was made in the PM.

Former İzmir Deputy Selin Sayek Böke, who was the CHP Secretary General before the elections, was among Özgür Özel's close aides during the congress process and entered the PM from the top ranks.

UZGEL AND KARATEPE ARE IN THE CHP ADMINISTRATION

Özgür Özel also brought some names who are experts in the fields of economy, transportation, and military into the party administration from the BYKP quota.

Retired Rear Admiral Yankı Bağcıoğlu, who was detained for a while in the Military Espionage Case; Baran Bozoğlu, one of the previous term chairs of the Chamber of Environmental Engineers; educator Dr. Armağan Erdoğan, a member of the UNESCO Turkey National Committee; lawyer Gülşah Deniz Atalar, known for her work in the field of artificial intelligence; Prof. Dr. Yalçın Karatepe, former Dean of the Ankara University Faculty of Political Sciences; Prof. Dr. Volkan Demir, Dean of the Galatasaray University Faculty of Economics and Administrative Sciences; Prof. Dr. İlhan Uzgel, former Ankara University faculty member and foreign policy expert; and İzmir Deputy Gökçe Gökçen became PM members from the BYKP quota.

THE NEW MYK WILL BE DETERMINED AT THE FIRST PM MEETING

Özgür Özel, who was elected CHP Chairman, will hold his first meeting with the new PM and determine the Central Executive Board (MYK) after the legal objection period for the election results is completed.

After Özgür Özel receives his certificate of election, a handover ceremony will be held with Kemal Kılıçdaroğlu.

Afterwards, the new CHP administration will determine its roadmap for the local elections to be held on March 31, 2024, and begin its work.
