Framework law passed, Turkish Parliament enters recess! Here is the date it will reopen

The General Assembly of the Grand National Assembly of Turkey (TBMM) has concluded its work for the 4th Legislative Year of the 28th Term. The General Assembly has adjourned its sessions until Thursday, October 1, 2026.

The final regulation passed by the Parliament was the Law on Strengthening National Solidarity and Social Integration, which was prepared as part of the second reconciliation process and is known in the public eye as the framework law.

RECESS THAT WAS SUPPOSED TO START ON JULY 1 POSTPONED

The TBMM General Assembly, which was required to enter recess on July 1 according to the Rules of Procedure, continued its work until August 10 in line with the group proposals submitted by the AK Party and subsequently accepted.

Since July 1, the General Assembly has passed 7 laws, 1 Presidential motion, and regulations concerning international agreements.

The regulations enacted during this period are as follows:

The Law on Amendments to the Law on Specialist Sergeants and Certain Other Laws, which also includes regulations regarding the Turkish Armed Forces (TSK).

The Law on Amendments to Certain Laws Aimed at the Effective and Efficient Functioning of the Judiciary, known in the public eye as the 12th Judicial Package.

The Law on Amendments to Certain Laws and Decree-Laws, which also covers the regulation regarding the increase of the lowest pension.

The Law on Amendments to the Higher Education Law and Certain Other Laws, which includes regulations regarding student amnesty and higher education.

The Law on Amendments to the Child Protection Law and Certain Other Laws, which covers regulations concerning children in judicial processes.

The Law on Amendments to Certain Laws, which includes regulations regarding the rights of martyrs' families and veterans.

The Law on Strengthening National Solidarity and Social Integration.

Additionally, a Presidential motion regarding the extension of the Turkish Armed Forces' mission in Somalia for 2 years was also accepted.

Furthermore, the General Assembly passed a law approving the agreement regarding the 31st Session of the Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC), the 21st Session of the Conference of the Parties serving as the Meeting of the Parties to the Kyoto Protocol, and the 8th Session of the Conference of the Parties serving as the Meeting of the Parties to the Paris Agreement, as well as the sessions of subsidiary bodies and other UNFCCC meetings, organized between Turkey and the Secretariat of the United Nations Framework Convention on Climate Change, the Kyoto Protocol, and the Paris Agreement.

21 BILLS ENACTED IN THE 4TH LEGISLATIVE YEAR

Throughout the 28th Term's 4th Legislative Year, which began on October 1, 2025, and ended on August 10, 2026, the General Assembly enacted 21 bills and 15 international agreements.

These regulations included bills concerning traffic fines, the extension of paid maternity leave, agricultural and forestry areas, the police force, tax regulations, and judicial packages.

PARLIAMENTARY SPEAKER AND PRESIDENTIAL MOTIONS ACCEPTED

Parliamentary Speaker motions prepared regarding the attacks on humanitarian aid flotillas heading to Gaza and the armed intervention by the Israeli Army against the Global Freedom Flotilla were accepted unanimously in the General Assembly.

Presidential motions regarding the extension of the Turkish military's mission in Lebanon for 2 years, in Iraq and Syria for 3 years, in Libya for 24 months, in the Gulf of Aden for 1 year, and in Somalia for 2 years were also accepted and enacted.

GENERAL ASSEMBLY TO RECONVENE ON OCTOBER 1

The TBMM General Assembly adjourned its work following the final session in which the Law on Strengthening National Solidarity and Social Integration was passed.

THE GENERAL ASSEMBLY WILL RECONVENE ON THURSDAY, OCTOBER 1, 2026, AT 14.00.

During the recess, members of parliament will be able to continue holding press conferences at the TBMM. Committees that have been decided to continue their work will also be able to carry on with their activities.
