Mansur Yavaş’s message on the Framework Law: 'Behind closed doors...'
Ankara Metropolitan Municipality Mayor Mansur Yavaş has called for transparency, the rule of law, and social consensus in the debate over the Framework Law.
Ankara Metropolitan Municipality Mayor Mansur Yavaş issued a statement on his social media account regarding the Framework Law. Stating that no one could oppose solving Turkey's problems through democratic means and the complete silencing of weapons, Yavaş emphasized that passing a law alone would not be sufficient for lasting peace.
In his statement, Yavaş expressed that the foundation of peace lies in "justice, law, trust, and social consensus." Arguing that the trust citizens have in the state and the justice system in Turkey has been severely damaged, Yavaş said that the debate on democratization cannot be limited to a single heading.
EMPHASIS ON THE JUDICIARY AND TRUST
Touching upon the operations targeting CHP municipalities and mayors, Yavaş claimed that elected mayors are treated as guilty before judicial processes are completed. He also criticized the practice of sending some mayors to prisons far from the cities where they served and where their families reside.
Yavaş stated that democratization cannot be addressed credibly in an environment where debates continue over Constitutional Court and European Court of Human Rights rulings, and where the will of the elected is nullified through the appointment of trustees and judicial decisions.
Noting that serious legal and constitutional objections have been raised by legal experts regarding the Framework Law submitted to the Grand National Assembly of Turkey (TBMM), Yavaş expressed that enacting the regulation without addressing the concerns of all segments of society could lead to new problems.
According to Yavaş, political agreements cannot replace social consensus without the knowledge and participation of the public. Stating that "the nation is the owner of this country," Yavaş argued that the process must be conducted openly, transparently, and under the roof of the Parliament.
Stating that none of Turkey's problems, including the Kurdish issue, are unsolvable, Yavaş said that if the search for solutions is indexed to election calculations, the public will question the sincerity of the process. Finally, Yavaş expressed that the feeling that the memory of the martyrs is being treated unfairly must not be allowed to take root in the public conscience.
