Erdoğan signs off: Comprehensive staff changes in SOEs

Changes have been made to the staff and contract personnel positions of certain state-owned enterprises (SOEs) and their subsidiaries.

Presidential Decree No. 2026/176, bearing the signature of AKP Chairman and President Recep Tayyip Erdoğan, was published in the Official Gazette dated July 14, 2026.

In accordance with the decree, some staff positions listed in the attached first list were abolished and new positions were established in their place. While some contract personnel positions in the second list were also removed, new positions were allocated to the institutions.

Within the scope of the regulation, 10 staff positions and 461 contract personnel positions were abolished, while 10 staff positions and 849 contract personnel positions were created in their place. Thus, a total of 859 new staff and positions were established.

STAFF REORGANIZATIONS AT ÇAYKUR AND TCDD

A total of four new staff positions were granted to the provincial organization of the General Directorate of Tea Enterprises (ÇAYKUR), consisting of one first-degree factory manager and three first-degree assistant factory managers.

In the headquarters of the General Directorate of TCDD Taşımacılık AŞ, two second-degree and three third-degree branch manager positions were abolished. In their place, five first-degree branch manager positions were created.

NEW RESTRUCTURING AT TÜRASAŞ AND TMO

In the provincial organization of Turkey Rail System Vehicles Industry Inc. (TÜRASAŞ), five positions were abolished, including two second-degree branch managers, two third-degree branch managers, and one first-degree civil defense specialist. One first-degree deputy regional manager position was established within the institution.

In the headquarters of the General Directorate of the Turkish Grain Board (TMO), six expert positions were abolished. A total of nine new positions were created in their place, consisting of three technical experts and six engineers.

CHANGES AT TEDAŞ HEADQUARTERS AND PROVINCIAL OFFICES

In the headquarters of the General Directorate of TEDAŞ, a total of 60 positions were abolished, including 17 data preparation and control operators, 40 technicians, one sociologist, one psychologist, and one dietitian. 15 chief engineer positions were established at the institution's headquarters.

In TEDAŞ's provincial organization, a total of 155 positions were abolished, including four rapporteurs, 12 clerks, 15 data preparation and control operators, 81 protection and security officers, 10 chief technicians, 19 technicians, five specialist physicians, four physicians, and five sociologists.

In place of these positions, a total of 50 new positions were created, including 10 technical teachers, 25 chief engineers, and 15 engineers.

ENGINEER POSITIONS INCREASED AT EÜAŞ

In the headquarters of the General Directorate of Electricity Generation Inc. (EÜAŞ), a total of 15 positions were abolished, including five chemists, five physicists, and five biologists. 40 chief engineer positions were established for the institution.

In the provincial organization, a total of 36 positions were abolished, including three warehouse clerks, one purchasing clerk, two litigation clerks, 20 data preparation and control operators, five protection and security officers, and five service staff. In their place, 25 engineer positions were created.

SOME POSITIONS ABOLISHED AT ÇAYKUR

One expert position in ÇAYKUR's headquarters was abolished.

In the provincial organization, a total of three positions were abolished, including one expert and two clerks. No new contract personnel positions were established in place of these positions.

700 INSPECTOR POSITIONS FOR TCDD TAŞIMACILIK

In the headquarters of the General Directorate of TCDD Taşımacılık AŞ, 10 dispatcher positions were abolished and 10 clerk positions were created in their place.

The most comprehensive regulation in the decree was made in the institution's provincial organization. A total of 170 positions were abolished in the provincial organization, including 150 ticket clerks and 20 dispatchers. 700 inspector positions were established in their place.

SOME POSITIONS ABOLISHED AT TÜRASAŞ

In the provincial organization of Turkey Rail System Vehicles Industry Inc. (TÜRASAŞ), a total of five positions were abolished, including three drivers and two protection and security officers. No new staff positions were created in place of these positions.

The decree was adopted on July 13, 2026, and entered into force upon its publication in the Official Gazette dated July 14, 2026.
