The Constitutional Court has completed the preliminary review process regarding the annulment application filed by the CHP concerning the legal regulation that raised the lowest pension to 20,000 liras. The High Court determined that there were no procedural deficiencies in the application.
The application, which has been added to the General Assembly's agenda, will be addressed on its merits at a date to be determined later, at which point a final decision will be reached.
The CHP had applied to the Constitutional Court with a request for the annulment and stay of execution of the regulation in question. The request was evaluated by the General Assembly, which decided to proceed to a review on the merits.
Within the scope of the application, the annulment of the amendment made by Article 7 of the Law No. 7573 on Amendments to Certain Laws and Decree-Law No. 375, dated January 23, 2026, was requested.
With the regulation, the phrase "16,881..." in the first sentence of the first paragraph of the additional Article 19 of the Social Insurance and General Health Insurance Law No. 5510 was changed to "20,000".
In its petition, the CHP stated that the regulation increasing the lowest pension to 20,000 liras "concerns millions of retirees, that the increase is insufficient, and that a salary and wage level worthy of human dignity must be determined for all retirees." The application also argued that the regulation is contrary to the principles of the "right to a humane life," "equality," and the "rule of law" enshrined in the Constitution.
