ALLEGATIONS THAT PUBLIC FUNDS WERE TRANSFERRED TO FETÖ
The criminal complaint alleges that public funds were systematically transferred to finance the terrorist organization under the guise of "zoning plan changes." It is stated that the authority for zoning increases was abused, urban planning principles were violated, and personal gain was achieved. The petition asserts that the zoning plan changes made under Gökçek's administration were carried out with significant irregularities.
CONCERNS OVER THE DESTRUCTION OF EVIDENCE
The municipality pointed out that no concrete progress has been made in the investigation, which has been ongoing for approximately five years, and expressed concern that evidence might be lost. It was emphasized that following the Council of State's cancellation of the Interior Ministry's decision to halt the investigation, a comprehensive preliminary examination must be conducted.
REQUEST FOR BÜLENT ARINÇ TO BE HEARD AS A WITNESS
The petition references a statement made by former Deputy Prime Minister Bülent Arınç during a live broadcast on Sözcü TV in early 2026, where he said, "If prosecutors call me, I will go to testify." It was emphasized that Arınç could provide important information regarding zoning irregularities and links to FETÖ, and that he should be heard as a witness.
ALLEGATIONS THAT FETÖ-LINKED PUBLIC FUNDS WERE TRANSFERRED TO BANK ASYA
The petition also includes some of Gökçek's "confessions." According to the allegations, cooperatives established by FETÖ fugitives were granted three times the normal construction rights, significant plots of land were sold to Bank Asya, and senior municipal officials were prosecuted due to their FETÖ connections. According to Gökçek's own statement, it was also noted in the petition that he entrusted his children and grandchildren to the "Hizmet movement."
URGENT REQUEST FOR INVESTIGATION PERMISSION
In its petition, the Ankara Metropolitan Municipality requested that Bülent Arınç's testimony be taken immediately as a witness, that each parcel be examined individually, that a comprehensive expert report be prepared, and that it be determined whether the plan changes were piecemeal in nature.
