Revealed in Court of Accounts report: 725 million TL irregular tender at PTT!
According to Court of Accounts reports, numerous irregularities were uncovered in the 2022 financial accounts of the Post and Telegraph Organization (PTT).
According to a report by Mustafa Bildircin from BirGün, PTT awarded its core distribution business to a private company via an invitation-only tender on June 2, 2022. An agreement worth 725 million 152 thousand 452 TL was signed between the company and PTT. The company, which was expected to begin work on August 2, 2022, under the agreement with PTT, submitted a petition to PTT stating that it wished to transfer the contract due to "changes stemming from economic issues in Turkey."
COURT OF ACCOUNTS ISSUES WARNING
PTT management approved the unconditional transfer of the contract on August 10. Following the approval, the contract was transferred to another firm on August 29. Court of Accounts auditors emphasized that distribution is one of PTT's core activities and noted the following:
“It is clear that the most important justification for conducting the distribution work via an invitation-only tender is the contractor's ability to perform this work. Despite this, the contractor's application to PTT to transfer the contract for the first region, and PTT's unconditional acceptance of this transfer, constitutes a contradiction to the justification for the invitation-only tender.”
The tenders at PTT that violated regulations were not limited to this. It was determined that the institution even awarded cleaning services based on personnel employment to a company via an invitation-only tender. The Court of Accounts warned PTT, emphasizing that “resources must be used effectively and efficiently.”
