Four-month calculation for civil servant salary increases has changed

With the Turkish Statistical Institute (TÜİK) announcing October inflation data, the four-month outlook regarding civil servant and retiree salaries has become clear. While the CPI increased by 2.58 percent monthly in October, annual inflation was recorded at 29.77 percent.

Cumulative inflation for the July-October period reached 8.28 percent. Thus, the 7 percent collective bargaining agreement increase granted to civil servants and civil servant retirees for the second half of 2026 has been exceeded at the end of four months.

According to this calculation, the inflation difference formed for civil servants and civil servant retirees as of the end of October was 1.20 percent. In January, in addition to the finalized six-month inflation difference, a 5 percent collective bargaining agreement increase will also be reflected in salaries. When the current four-month data and the collective bargaining increase are evaluated together, an increase of 6.26 percent has emerged in the January salary increase calculation.

FOUR-MONTH INFLATION TABLE

The monthly inflation rates announced from July to the end of October were as follows:

  • - July: 1.78 percent
  • - August: 1.84 percent
  • - September: 1.84 percent
  • - October: 2.58 percent

Total four-month inflation is not calculated by directly adding monthly rates, but by adding each month's rate on top of the price level formed in the previous month. For this reason, the combined effect of July, August, September, and October data emerged as 8.28 percent.

For the salary increases of SSK and Bağ-Kur retirees, the six-month inflation in the July-December period is taken as the basis. With the October data, the four-month accumulated increase rate for this group of retirees has also risen to 8.28 percent.

Following the announcement of November and December inflation data, the final salary increases to be applied in January 2027 will be determined. In the survey conducted by AA Finance with economists, the monthly inflation expectation for October was at the 2.20 percent level; the announced rate was above this estimate.
