New model for the lowest pension: AKP prepares for radical changes to the retirement system
While SSK and Bağ-Kur retirees received a 12.19 percent raise and civil servants and civil servant retirees received 18.60 percent, the pensions of approximately 5 million retirees remained at the poverty-level wage of 20,000 TL. As the narrowing gap between pensions sparked reactions, it was claimed that the AKP has begun preparations for a radical change in the retirement system.

The narrowing gap between the pensions of those who paid high premiums and those who retired with low premiums has caused discomfort among retirees, who are now demanding a reorganization of the current system.
RETIREMENT SYSTEM ON THE TABLE
As discussions regarding pensions continue, it has been learned that the AKP is preparing for comprehensive changes to the retirement system. It is alleged that the current structure will be re-evaluated in studies conducted under the coordination of the Presidency, the Ministry of Labor and Social Security, and the AKP.
SPECIAL STUDY WITHIN THE MINISTRY
In this context, a special commission has been established within the Ministry of Labor and Social Security. It is stated that the commission will examine in detail the coefficients used in calculating pensions, the lowest pension application, and the income disparities between pensions.
AKP SOURCES: PENSIONS ARE THE PRIORITY
According to a report by the pro-government newspaper Sabah, AKP sources stated that pensions are a priority agenda item for both the party leadership and the government.
AKP officials included the following statements in their assessments:
"Currently, the top priority for both the party and the government is pensions. Assessments are being made on the need to improve the conditions of retirees. An impact analysis is being conducted to determine what kind of formula can be found."
NEW PREMIUM-BASED BALANCE
In the studies conducted, the view that the system needs to be rebalanced by taking into account the number of premium payment days and the total amount of premiums paid is coming to the fore.
CRITICISM OF RAISE APPLICATIONS
The application of different raise rates among retirees is also among the prominent complaints. Steps are expected to be taken to eliminate this disparity in the new period.
LOWEST PENSION MODEL MAY CHANGE
It is stated that a common raise formula is being brought to the agenda to reduce raise disparities and establish a more balanced structure among retirees. If this regulation is implemented, the goal is to bring the gap between retirees who paid high and low premiums to a fairer level and to reduce the need for the lowest pension application.
Comprehensive regulations regarding pensions are planned to be implemented in 2027, when the effects of the economic program will be more clearly visible. However, it is also considered possible that some improvement steps for retirees may come to the agenda starting from the second half of 2026.
