New records in the Kaşif Kozinoğlu investigation: First response arrived half an hour later!

In the reopened investigation, it was stated that the ambulance crew was not on the prison campus at the time of the incident and that the response arrived approximately half an hour later.

In the reopened investigation into the death of former MİT officer Kaşif Kozinoğlu at Silivri Prison on November 12, 2011, new details have emerged based on records and testimonies from the day of the incident.

According to information reflected in the investigation file, 29 minutes and 36 seconds passed from the first emergency call made after Kozinoğlu fell ill until the medical team reached him. It was stated that the ambulance crew on duty at the prison campus was in the center of Silivri for a meal at the time of the incident.

KEY DETAILS IN THE FILE

According to the records, Kozinoğlu stumbled out of his room around 18:09 on the day of the incident. It was reported that about three minutes later, his blood pressure was measured at 205/127, he complained of chest pain, and he received a sublingual medication called Isordil 5 mg from his cellmate Hasan Atilla Uğur.

It was noted that the first emergency call was made at 18:13:24, yet officials opened the cell door at 18:23:13. This duration indicated a delay of 9 minutes and 49 seconds between the first call and reaching the cell.

It was stated that Kozinoğlu was walked out of the room at 18:26, then placed on a stretcher and taken to the prisoner admission section. Records show that 112 (emergency services) was notified at 18:30, and the medical team arrived at approximately 18:43.

The file also includes an assessment that if the ambulance had been at its normal standby point, it could have reached Kozinoğlu within approximately 3-4 minutes. While prison staff claimed the medical unit was notified, it was stated that the doctor on duty reported not being informed of the incident.

It was reported that no record could be found indicating that an effective medical intervention was performed on Kozinoğlu until the medical team arrived. While some officials stated they observed movement and breathing until the ambulance arrived, it was noted that when the 112 team reached him, Kozinoğlu had no pulse or respiration. Kozinoğlu was taken to Silivri State Hospital at 19:12 following the intervention but could not be saved.

Another topic in the investigation is the security of evidence after the incident. It was stated that after Kozinoğlu was taken to the hospital, his cellmates entered the room multiple times, some items such as newspapers and a coffee cup were removed from the room, the room was only locked around 22:07, and the crime scene investigation was conducted after 23:20.

In the re-examined camera footage, it was alleged that when the emergency button was pressed after Kozinoğlu fell ill, the then-correctional officer Ferhat Veysi Gül turned up the volume of the radio instead of responding to the alarm. It was stated that this allegation is being investigated to determine whether the call for help was noticed late by other officials.

A decision of non-prosecution had been issued on April 10, 2012, in the initial investigation conducted after Kozinoğlu's death. With the reconsideration of the file, it was stated that the Silivri Criminal Court of Peace lifted the non-prosecution decision on August 26, 2026, judicial proceedings were initiated against 11 people who were on duty at the prison at the time of the incident, 10 people were detained, and one suspect is abroad.

The investigation is also looking into the fact that no detailed toxicological and chemical analysis was performed on the vitamin supplement that Kozinoğlu had requested from the prison administration before his death. Additionally, an email sent to his lawyer after his death, which contains the claim that Kozinoğlu did not die of a heart attack, is among the elements being examined in the file.

Within the scope of the investigation, it was decided to exhume Kozinoğlu's grave. It was stated that the exhumation process, planned for September 11, will be carried out by a committee consisting of three forensic medicine experts, a chemist, and an autopsy technician; and that the bone, soil, and other samples to be taken will be subjected to toxicological and chemical analysis.
