As preparations continue for the monitoring commission expected to be established in the TBMM within the scope of the resolution process, question marks regarding how the disarmament process will be verified are coming to the fore within the MHP wing of the People's Alliance.
In MHP circles, it is expressed that images of disarmament reflected in the public eye are not seen as sufficient on their own, and that whether disarmament is permanent must be concretely demonstrated by the relevant units of the state.
TBMM Speaker Numan Kurtulmuş stated in his remarks on September 25 that the monitoring commission would be established quickly with the opening of Parliament. Kurtulmuş had indicated that the structure, number of members, and working principles of the commission would be clarified following meetings to be held with political parties.
The commission topic was also on the agenda during the meeting held on October 8 between AKP Group Chairman Abdullah Güler, AKP Deputy Chairman Efkan Ala, and Party Spokesperson Ömer Çelik with the DEM Party Imralı delegation. During the meeting, evaluations were made regarding the process following the Framework Law and the commission to be formed in Parliament.
EXPECTATION OF CONCRETE ASSESSMENT IN MHP CIRCLES
According to the report by Merve Kılıç from Cumhuriyet, MHP figures emphasize that before new steps are taken in the process, it must be demonstrated in a clear and verifiable manner that the organization has laid down its arms. In evaluations regarding disarmament images, attention is drawn to the possibility that weapons could be re-acquired later.
An MHP figure expressed this concern with the words, "They lay down the weapon, they take it back. How will we know this?" The same figure stated that the relevant institutions of the state should share their findings regarding the process, assessing that, "The state must show this to us."
This approach shows that the debate within the MHP is not being conducted solely through images of weapons being laid down, but rather through whether the weapons have been removed from the organization's access and the permanence of the disarmament.
Within the scope of the process, the "Law on Strengthening National Solidarity and Social Integration," which was accepted in the TBMM on August 10, was published in the Official Gazette on August 18 and entered into force. However, for the implementation of the law, the publication of an MGK (National Security Council) verification is expected regarding the determination by security units that the organization has ended its de facto existence and has surrendered the weapons and ammunition under its control.
AKP sources had also previously pointed out that the entry into force of the law and the transition to the implementation phase are separate processes. In these evaluations, it was stated that the findings of security units would be decisive, and that in the event of a negative report, the transition to the implementation phase might not occur.
The statements by Bese Hozat, one of the so-called leaders of the KCK, the umbrella organization of the PKK, that weapons do not need to be surrendered to the state and could be used for "self-defense" in other regions had also caused discomfort within the ruling wing. The latest views expressed in MHP circles reveal that similar reservations persist within this wing of the alliance as well.
