The Fenerbahçe Club Ordinary High Council meeting was held at the Fenerbahçe Faruk Ilgaz Facilities in Kalamış. The meeting was attended by club president Aziz Yıldırım, High Council President Şekip Mosturoğlu, former and current board members, and council members.
Following a moment of silence and the National Anthem, Mosturoğlu delivered the opening speech, in which he evaluated recent developments in Turkish football. Stating that Fenerbahçe has long voiced its objections to the current structure, Mosturoğlu said that the club and the individuals representing it were given heavy penalties due to these statements.
Mosturoğlu argued that the penalties imposed by the Professional Football Disciplinary Board due to statements made regarding the TFF and referees were "not given to any other club in history."
"THE SYSTEM MUST CHANGE RADICALLY"
Expressing that Fenerbahçe has been calling for reform in Turkish football for years, Mosturoğlu noted that the club's initiatives were interpreted by its rivals as "sporting competitive ambition." Pointing to the investigation process conducted regarding referees, Mosturoğlu emphasized fair play.
"As we said reform is essential, they accused us of acting with sporting competitive ambition. Today our vindication has been painfully confirmed. The arrest of the Central Referee Board (MHK) President within the scope of the referee file investigation means that the organized structure we have been facing for years has been uncovered by judicial authorities."

Mosturoğlu claimed that a spiral of favoritism and injustice has formed in the refereeing institution, extending from amateur leagues to the Süper Lig. Stating that they expect referees to share their experiences with the prosecutor's offices in all their dimensions, Mosturoğlu said that Fenerbahçe would also be involved in the process as the legal proceedings develop.
Noting that we are going through a period where UEFA is monitoring developments in Turkish football, Mosturoğlu emphasized that the debate should be conducted over the system, not individuals. Mosturoğlu stated, "Our request is clear. It is not the change of individuals, but the radical change of this system. It is that trust must be felt towards the institution and the system."
At the end of his speech, the Fenerbahçe High Council President argued that Turkish football cannot progress with the current structure, saying, "Our struggle is not against individuals, but against the broken order."
