Legislative proposals aimed at expanding the scope of the green passport, known as the special stamped passport, have been brought to the agenda of the TBMM. The proposals envision that different professional groups will be able to obtain green passports if they meet certain seniority conditions.
The regulations have not yet been enacted. If the proposals are accepted and enter into force, the relevant professionals will be able to benefit from the right once they complete the stipulated service period requirements.
WHICH PROFESSIONS ARE IN THE PROPOSALS?
In one of the proposals submitted to Parliament, it was requested that green passports be granted to pilots who have been in active flight service for at least 5 years after obtaining their pilot license. In the proposal dated October 13, 2026, regarding the health sector, it was requested that physicians, dentists, veterinarians, and pharmacists who have served for at least 15 years in the public or private sector be included in the scope.
Separate regulatory proposals have also come to the agenda for engineers and architects. The proposals focused on a 10 or 15-year professional seniority requirement for members registered with the Union of Chambers of Turkish Engineers and Architects (TMMOB).
In another proposal submitted to the Speaker of Parliament on September 16, 2026, it was suggested that, in addition to village and neighborhood headmen (muhtars), certified public accountants and self-employed financial advisors with at least 15 years of seniority should also be included in the scope of green passports. The same text also included self-employed pharmacists, self-employed doctors, engineers, and architects.
In the proposal for teachers, it was requested that special stamped passports be granted to teachers who are actively working in official and private educational institutions affiliated with the Ministry of National Education and have completed at least 10 years of service. Thus, if the proposal becomes law, private school teachers will also be able to benefit from the practice if they meet the conditions.
