Allegations of house arrest for Takasbank General Manager

Striking allegations have emerged regarding Takasbank General Manager Yunus Arıncı. AKP member Savcı Sayan, in a post on his social media account, addressed BRSA (BDDK) President Şahap Kavcıoğlu, stating, "The Takasbank General Manager is gone."

While it is claimed that Arıncı has resigned from his post, a report in Gazete Pencere alleges that a judicial control decision in the form of house arrest has been issued for Arıncı. The report claims that the decision was taken following allegations that the exits of certain investors were financed using Takasbank liquidity.

Mr. Şahap! You insist on not answering my questions. But do not forget, thank God our state is not sleeping... Let me give you a breaking news update: The Takasbank General Manager is gone! The circle is tightening, Mr. Şahap, the circle is tightening. I will continue to ask my questions and wait for answers from you. I will never give up on holding people accountable on behalf of the public.

— Savcı Sayan

Sayan had previously directed questions to BRSA President Kavcıoğlu, claiming he would reveal those responsible for the fund fraud. In his latest post, he sent a message that the process would continue with the words, "the circle is tightening."

HAD COME TO THE AGENDA IN THE PARLIAMENTARY COMMISSION

Borrowing in the Takasbank Money Market also came to the agenda at the Turkish Grand National Assembly (TBMM) Planning and Budget Commission on October 14. Yunus Arıncı stated in the commission that Tera had approximately 21 billion liras in collateral and 9 billion liras in risk amount, later describing the 9 billion lira figure as a cumulative number.

It was noted that Arıncı's statement did not provide a clear picture as to whether the amount in question was a debt balance on a specific date or the total of transactions made during the period. Arıncı had stated that the borrowings took place in line with the demands of brokerage firm clients.

Takasbank and Borsa İstanbul, as the organizations operating the market, had announced that they did not lend to brokerage firms from their own resources.

Yunus Arıncı was appointed as the General Manager of Takasbank on June 7, 2024. Arıncı had previously served as the Head of the Prime Ministry Inspection Board and the Head of the Presidential State Supervisory Council, and had also served as a member of the Board of Directors of Borsa İstanbul.
