The European Commission (EC) has submitted a proposal to the EU Council for a 45 billion euro loan to provide budgetary and defense support to Ukraine for the year 2027.
According to the Commission's statement, the proposal covers the second part of a total 90 billion euro loan package created for Ukraine's needs in 2026 and 2027. While it was stated that the financing strategy presented by Ukraine was evaluated positively, an application was made to the Council for the approval process of the 45 billion euro resource allocated for 2027.
It is envisioned that 13.3 billion euros of the planned support will be allocated to budgetary support, while 31.7 billion euros will be allocated to Ukraine's defense industry capacity. The Commission stated that the resource will be conditional on requirements in the areas of the rule of law, anti-corruption, economic resilience, and sustainability.
If the proposal is accepted by the EU Council, the goal is to take the necessary steps rapidly so that payments can be made at the beginning of 2027.
In the 90 billion euro loan package it accepted in February, the EU had allocated 60 billion euros to strengthening Ukraine's defense capabilities and defense industry, and 30 billion euros to the functioning of the state, basic public services, and economic resilience. The EU Council approved the 45 billion euro portion of the package for 2026 in April.
Since the start of the Russia-Ukraine War, the total support provided to Ukraine by the EU and its member states has reached 231.6 billion euros.
