Kayseri Elektrik Perakende Satış A.Ş. (KEPSAŞ), a subsidiary of the AKP-run Kayseri Metropolitan Municipality, has become the center of controversy due to allegations regarding a mutual fund transaction. It has been alleged that the company invested 630 million lira into a fund under Hedef Portföy and subsequently withdrew 675 million lira.
CHP Kayseri Deputy Aşkın Genç demanded that these transactions be clarified and directed questions to the municipal administration. Genç requested that the public be informed as to whether the claims of a 630 million lira investment and a 675 million lira withdrawal are accurate, and asked whether the transaction resulted in a gain or loss in terms of public funds.
Following the controversy, a statement from KEPSAŞ confirmed that cash assets in bank accounts were evaluated in an investment fund upon the recommendation of the contracted bank. This statement triggered political reactions regarding the nature of the transaction and how public funds are managed.
MHP Kayseri Deputy Baki Aydöner, in his assessment of the issue, stated that the approximately 45 million lira profit reported to have been earned from the fund should be returned to the SDIF (TMSF). Aydöner suggested that if this is not possible, the amount should be deducted from the electricity bills of subscribers in Kayseri.
If this money had continued to remain in the fund and had lost value and evaporated today, who would have been held accountable? Who would have taken responsibility for a situation that would have turned into a public loss?
Aydöner stated, "The approximately 45 million TL profit that we know was earned during this process is not ownerless," adding that the entire profit should be utilized with the public interest in mind.
