Efforts to overhaul the public sector salary system have been included in the 2027 Annual Program. According to the program, the goal is to transition to a simpler structure for public employee wages, based on the difficulty of the work as well as the level of duty, authority, and responsibility.
The total number of public sector employees in Turkey has reached 5.4 million. Of this personnel, 3 million 582 thousand serve in permanent staff status, more than 1 million 267 thousand are workers, and approximately 420 thousand are contract employees. The number of personnel in other employment types is around 148 thousand.

GOAL OF WAGE SIMPLIFICATION
In the current system, public employees' salaries are determined within the framework of different legislation and payment rules depending on whether they are permanent staff, contract employees, or workers. The new study plans to analyze these differences and take into account not only job titles but also levels of authority and responsibility.
It is envisioned that public personnel legislation will be developed by considering the status and classification criteria of employees. In this context, wage structures for different employment statuses will be examined, and preparations will be made for a new duty-based model.
The program also includes legislative work regarding career-track personnel. Under this heading, the regulation of duty areas, appointment processes, and conditions for professional advancement will be on the agenda. The regulation aims to support the retention of qualified and trained personnel in public institutions.
The General Secretariat of the Presidency, the Ministry of Labor and Social Security, the Ministry of Treasury and Finance, and the Presidency of Strategy and Budget will take part in the work on the wage system.
No definitive calendar has yet been announced regarding which employee groups the planned change will affect and to what extent, whether it will create increases or differentiation in salaries, or when the new system will be implemented.
