A new regulation regarding General Health Insurance (GSS) premium debts has come to the agenda. The regulation, which the AKP is working on, is expected to cover individuals whose premium debts exceed 10 years.
It is stated that the regulation in the preparation stage aims to cancel the 2017 GSS premium debts of more than 1 million people. The timeline for when the regulation will be enacted has not yet been clarified.
GSS premium debts are important in terms of access to health services and social security obligations, especially for citizens who do not undergo an income test or cannot fulfill their premium obligations. For this reason, the scope of the debts, who will be able to benefit, and which period the application will cover are being closely monitored.
With the regulation that previously entered into force on December 25, 2025, the principal amounts, as well as late payment penalties and interest, of unpaid GSS premium debts prior to January 1, 2016, were canceled. The new preparation is also expected to be aimed at reducing the debt burden from past years in a similar manner.
The exact scope of the regulation will become clear after the relevant legal text is completed and announced to the public.
