New proposal from Zelensky to Moscow

Ukrainian President Volodymyr Zelenskyy has sent a conditional message to Russia regarding attacks on critical infrastructure. Zelenskyy stated that if Moscow stops its attacks on Ukraine's critical infrastructure, Kyiv is ready to take steps toward de-escalation.

In a statement on his social media account, Zelenskyy reported that he met with Ukrainian Defense Minister Yevhen Khmara and Chief of General Staff Mykhailo Drapatiy to evaluate the latest situation on the front line.

Stating that defense systems developed against the armed unmanned aerial vehicles used by the Russian army in attacks on Ukraine were also discussed at the meeting, Zelenskyy noted that one of the weapons produced in this context was successfully tested during an air raid today.

Zelenskyy stated that Ukrainian attacks on targets in Russia were also on the meeting's agenda. The Ukrainian leader assessed that "the long-term effects of the war on Russia's oil resources are quite significant, and this adds the necessary potential to diplomacy."

Emphasizing that the war must end, Zelenskyy said that Ukraine is ready to reduce tensions but that this must be guaranteed. Zelenskyy stated, "Ukraine is ready to take steps to de-escalate, but Russia's commitment to de-escalating tensions regarding critical infrastructure must also be guaranteed in a long-term and reliable manner by our allies."

While the Kyiv administration considers Russia's attacks on energy and other critical infrastructure facilities as one of the most destructive aspects of the war, it has presented its message to Moscow within a framework of mutual and guaranteed de-escalation.
