AKP Chairman and President Recep Tayyip Erdoğan has exercised his individual pardon authority for two inmates under the 16th paragraph of Article 104 of the Constitution.

According to the decisions published in the Official Gazette dated June 30, 2025, the remaining sentences of two convicts have been lifted due to chronic illness, disability, and old age.

The health problems and advanced age documented by Forensic Medicine Institute reports were cited as the grounds for the pardon.

According to the information shared with the public in the Official Gazette, one of the individuals pardoned is Kerim Boran, born in 1944. The 81-year-old Boran, who had sentences for many crimes including membership in an armed terrorist organization, was pardoned under the scope of chronic illness and old age in accordance with the report of the 3rd Forensic Medicine Specialization Board of the Forensic Medicine Institute.

The other individual who benefited from the pardon due to disability in accordance with the report of the 3rd Forensic Medicine Specialization Board of the Forensic Medicine Institute is Naci Kılınç, born in 1971.

Kılınç had sentences for many crimes, including establishing an organization for the purpose of committing crimes and armed threats.
