New information has come to light regarding former bureaucrat Assoc. Prof. Dr. Osman Arıkan Nacar, who is the subject of striking allegations within the scope of the Fund Crisis investigation. It is claimed that Nacar, who held various high-level positions in the Ministries of Health and Labor, has been registered as a "chauffeur" in the insurance system since 2023.
According to the allegations, Nacar's gross earnings in these records appear as 33,030 TL. It is noteworthy that this figure is identical to the gross minimum wage determined for 2026.
THE 20 BILLION TL ALLEGATION
It is stated that Nacar is one of the three major partners of E-Data Teknoloji. It is alleged that Nacar, who holds a 21.28 percent stake in the company, withdrew 20 billion TL from the firm before the Fund Crisis began and subsequently fled abroad.
While Ali Göl, one of the company's partners, was arrested as part of the investigation, the 20 billion TL allegation leveled against Nacar has become one of the most striking aspects of the probe.
The magnitude of the amount in question also became apparent when compared to the 2.2 billion TL gain associated with former Minister of Family and Social Policies Fatma Betül Sayan Kaya and her husband, who were mentioned in the investigation. It was noted that 20 billion TL is approximately 10 times that amount.
MOST OF HIS CAREER WAS SPENT IN THE PUBLIC SECTOR
According to information in his insurance records regarding his past, Nacar held public offices for a significant portion of his working life.
Nacar, who worked as a civil servant at the Silopi Tuberculosis Health Center in Şırnak between 2001 and 2002, moved to the Ankara Numune Training and Research Hospital in 2002. He held this position until 2013.
Later, Nacar served as the Deputy Head of the Department of Medical Devices and Cosmetic Products within the Ministry of Health, a position he held between 2013 and 2015. Between 2015 and 2017, he worked again at the Ankara Numune Training and Research Hospital.
One of the highest-level positions in Nacar's public career was as Deputy Undersecretary of the Ministry of Labor and Social Security. He held this post from 2017 to 2018.
Nacar, who became a partner in a private sector company between 2018 and 2019, served as a professor at Yüksek İhtisas University from 2019 to 2024.
HE HELD MANAGEMENT POSITIONS IN CRITICAL INSTITUTIONS
The Turkish Medicines and Medical Devices Agency also played an important role in Nacar's professional history. In addition to serving as Head of the Medical Devices Department and President of the agency, he also undertook the role of General Manager of Emergency Health Services.
The former bureaucrat also made two attempts at a political career. Nacar was a parliamentary candidate nominee from the AK Party before the 2015 and 2018 elections, but he did not make it onto the candidate lists in either election period.
HIS BROTHER IS ALSO IN THE HEALTH BUREAUCRACY
The Nacar family's connection to public service in the health sector also drew attention. Osman Arıkan Nacar's brother, Halil Nacar, serves as the Adana Provincial Health Director.
It was reported that Halil Nacar had previously been nominated for the Yüreğir Mayoralty, and after failing to win the election, he returned to his post as Adana Provincial Health Director.
THE RECORD IN THE INSURANCE SYSTEM DREW ATTENTION
One of the most striking pieces of information to emerge regarding the investigation was Nacar's insurance records.
According to information shared by İsmail Saymaz, Nacar has appeared as a "chauffeur" in insurance records since 2023. It is alleged that the gross salary reported for him in the same records is 33,030 TL.
The records drew further attention because this amount corresponds to the 2026 gross minimum wage. Thus, it is alleged that Nacar, who has a history of high-level positions in ministries and is accused of fleeing abroad after withdrawing 20 billion TL, is listed in the official insurance system as a "chauffeur" earning a minimum wage salary.
THE OTHER NAME IN THE RECORDS
The name Ervin Asan also appeared in the insurance records in connection with Nacar. It is alleged that Asan, who is stated to have been born in 1993, appears in the records as Nacar's chauffeur.
Regarding Asan, who is stated to have been born in the Romanian city of Constanta, open-source information indicates that he is a Romanian citizen and worked as a singer in that country.
It was also reported that Asan is registered as a salesperson at Kilikya Tarım Anonim Şirketi, which operates in the İmamoğlu district of Adana. The names Mehmet Çalışkan and Eysa Tosmur Candan were given as the owners of the company.
It was stated that Eysa Tosmur Candan is among the founders of Fubs Bank and is one of the bank's five partners. It was reported that Candan's older brother, Fatih Candan, is the chairman of the bank's board of directors.
It was noted that Fubs Bank, which is stated to operate under the Tosmur Group established in Adana in 1968, was granted establishment permission by the Banking Regulation and Supervision Agency in 2022 and an operating license in 2024.
