25 percent discount campaign at TOKİ starts tomorrow: Who is eligible?

The 25 percent discount campaign by the Ministry of Environment, Urbanization and Climate Change's Housing Development Administration (TOKİ) for housing and workplace buyers who wish to pay off their debt early begins tomorrow.

Within the scope of the campaign, buyers of housing and workplaces with ongoing repayment plans will be able to benefit from a 25 percent discount if they wish to pay off their entire remaining debt balance in a lump sum and receive their title deeds.

Applications will be accepted between September 22 and October 19, 2026. Buyers can learn their debt balance calculated as of the debt closure date by applying to the bank where they conducted their sales transactions.

TOKİ also provides a partial payment option for buyers who cannot pay off their entire debt. Accordingly, buyers will be able to benefit from the discount partially on the lump-sum payment they make, provided that it is not less than 25 percent of the debt balance.

APPLICATION CONDITIONS AND PROCESS

Housing and workplace buyers whose repayment installments began no later than the end of June 2025 will be able to benefit from the campaign. As of the application date, the installments for the month in which the debt closure will be made must have been paid.

Additionally, it is required that there are no overdue installment debts or property tax debts. Buyers with 12 or fewer remaining installments will not be included in the discount campaign.

Since title deeds will be issued to buyers who benefit from the campaign in projects where condominium ownership has been established, the document showing the property declaration value obtained from the relevant municipality and the DASK insurance document must also be provided during the application to the bank.

It is estimated that approximately 228 thousand housing and workplace buyers will be able to benefit from the campaign. Buyers who wish to pay off their debt balance can also use housing loans from the intermediary banks where they signed their real estate sales contracts.

According to TOKİ's announcement, the 25 percent discount rate cannot be applied to debt closures and partial payments made after the campaign period ends.
