The tiered billing system, implemented for the first time this winter for natural gas, has significantly impacted the bills of high-consumption subscribers. While the system applies two separate pricing structures, Tier-1 and Tier-2, subscribers who exceed the consumption limit determined on a provincial basis are charged at a higher rate.
The critical point in the application is that if the limit is exceeded, not only the portion exceeding the limit but the entire amount of natural gas consumed throughout the month is calculated using the Tier-2 tariff. This situation has led to bills coming in higher than expected, especially during periods when consumption increases as the weather gets colder.

According to a report by Cumhuriyet, the consumption limit set for October in Ankara was 76.8 cubic meters. For a subscriber who exceeded this limit and consumed 171 cubic meters of natural gas, the calculation on the bill was made based on Tier-2. Accordingly, the bill, which was expected to be charged at 2,685 liras, rose to the level of 4,053 liras despite state subsidies.
It was stated that the difference in the bill was 1,368 liras. Thus, the effect of the tiered tariff was reflected in the billing for the subscriber in question as a 51 percent increase.
