Tobacco regulation headed to Parliament: Lifetime smoking ban planned for those born after 2015

In the preparation of a legislative proposal containing new limitations on the use of tobacco products, a plan for a lifetime ban for those born after January 1, 2015, has come to the forefront.

Prof. Dr. Toker Ergüder, who is involved in the preparation of the proposal, announced that the regulation, which the Ministry of Health has been working on for approximately one year, is expected to be submitted to Parliament in October. Ergüder stated that tobacco control policies in Turkey need to be reviewed.

According to the information provided by Ergüder, cigarette sales in Turkey have increased significantly in recent years. It was stated that sales, which were approximately 91 thousand tons and 4.5 billion packs in 2012, reached approximately 160 thousand tons and 8 billion packs in 2025.

The draft includes articles specifically aimed at protecting children and young people. Ergüder said that a lifetime ban on the use, consumption, and sale of tobacco products for those born after January 1, 2015, is planned.

Within the scope of the regulation, new rules regarding some outdoor areas, in addition to indoor spaces, are also on the agenda. It is planned to completely ban smoking in both open and closed sections of restaurants, and to create designated smoking areas in parks, gardens, and public building courtyards that are not visible from the outside.

Changes to cigarette packaging are also envisioned. Ergüder stated that with the implementation of standardized packaging, all cigarettes will be sold under the same standards, and products known as "thin" or "slim" cigarettes will be eliminated.

The draft also includes strengthening the identity verification system. Ergüder stated that the goal is to make it impossible for those under the age of 18 to purchase tobacco products using credit cards.
