In an investigation conducted by the Istanbul Chief Public Prosecutor's Office into transactions in capital markets, an arrest warrant has been issued for former Minister of Family and Social Policies Fatma Betül Sayan Kaya.
Following her second statement yesterday, Kaya was referred to the duty magistrate judge on charges of "violating the Capital Markets Law" and "being a member of an organization established for the purpose of committing crimes." The court accepted the prosecutor's request for arrest.

The decision has emerged as a notable development in Turkish political history. It was stated that this is the first time in the history of the Republic that a person who has served as a minister has been arrested on charges of being a member of a criminal organization.
Following the arrest decision, Kaya was sent to the Marmara Penal Execution Institutions Campus, known publicly as Silivri Prison. It was reported that the judicial process regarding the charges in the investigation file is ongoing.
Judicial control measures were applied to Kaya's husband, İlyas Kaya, and former Capital Markets Board Chairman İbrahim Ömer Gönül. Both individuals were released with a travel ban and an obligation to report to a police station for signature.

In the prosecutor's referral document, emphasis was placed on Kaya's transfer of Özata Denizcilik shares to Tera Yatırım on September 16, one day before the decision to liquidate the funds. The document noted that the share price was deposited into Kaya's account on the same day.
The prosecution alleged that, based on the timing of the transactions and the contacts established with company executives, Kaya acted while in possession of non-public information. The final assessment regarding the allegations against Kaya will be made during the trial process.
