Numan Kurtulmuş makes statement on framework law

The new legislative proposal, prepared following the second opening process, has been submitted to the Speaker of the Grand National Assembly of Turkey (TBMM) with the goal of a "Terror-Free Turkey." This comprehensive regulation, supported by the signatures of 360 out of 592 deputies, is expected to be addressed in committee on August 7 and in the General Assembly on August 9.

The current proposal mandates that the National Security Council (MGK) must determine and confirm that all structures associated with the PKK/KCK have dissolved themselves and completely laid down their arms. Once these conditions are met, the path is cleared for the suspension of investigations, prosecutions, and final conviction rulings related to various terror-linked crimes.

According to the prepared legislative proposal, a suspension practice will be introduced: 5 years for sentences under 15 years, and 10 years for sentences of 15 years and above. If the relevant conditions are maintained at the end of these periods, it is envisioned that the sentences will be dropped.

However, those convicted of intentional homicide on behalf of an organization and those with aggravated life sentences prior to June 1, 2005, will remain outside the scope of this regulation. In this context, PKK leader Abdullah Öcalan will not be able to benefit from the regulation.

NEW BOARDS ARE COMING INTO EFFECT

With the law, two new boards will be established. The first will be the Evaluation and Coordination Board, which will convene under the chairmanship of the Vice President. The Ministers of Justice, Foreign Affairs, Interior, and National Defense, as well as the Presidential Secretary General, the Head of the National Intelligence Organization (MİT), and the Secretary General of the MGK will serve on this board.

On the other hand, a Monitoring Board consisting of 17 members will be established under the roof of the TBMM. The members of the aforementioned board will be appointed by the Speaker of the TBMM, and the work of this board will be conducted outside the provisions of the Parliament's Rules of Procedure.

Suspension decisions will be reviewed regularly. As a result of these evaluations, if deemed necessary, it may be requested that the consequences of investigations, prosecutions, or conviction rulings that previously led to the deprivation of rights be completely removed.

TBMM Speaker Numan Kurtulmuş announced that the proposal was submitted to the Speaker's Office in accordance with the report prepared by the National Solidarity, Brotherhood, and Democracy Commission. Drawing attention to the importance of the work that brings different political views together on a common ground, Kurtulmuş made the following assessment:

"This work is an important milestone that will further strengthen our national unity and brotherhood. We believe that this step, with the change in the political and intellectual climate, will offer new possibilities and opportunities for our country in the second century of our Republic, and by ensuring the strengthening of our democracy, the increase of our nation's welfare, and the consolidation of trust and brotherhood, it will open the door to a new era."
