Questions from Ümit Özlale regarding Tera Group and Barikat's cybersecurity services to the public sector

YENİ Party İzmir MP Ümit Özlale has issued a statement regarding the partnership of Tera Group—which has recently come to the fore as part of a stock market and fund investigation—in Barikat Cyber Security, a company that provides cybersecurity services to public institutions.

In a written statement shared on his social media account, Özlale stated that cybersecurity is directly a matter of national security, emphasizing that the ownership structure and oversight of companies with access to the digital infrastructure of public institutions are of critical importance.

According to Özlale, Barikat Cyber Security is among the companies providing services to institutions such as the Ministry of Justice, the Ministry of Interior, the Ministry of Trade, and the EMRA (EPDK) based on open-source tender records and corporate references. Özlale stated that the company's clients also include strategic organizations such as Borsa İstanbul, Türk Telekom, and Turkish Airlines (THY).

Stating that the company notified the Public Disclosure Platform (KAP) in December 2025 that it had received new orders totaling 650 million TL from clients, including strategic public institutions, Özlale noted that 63.1 percent of Barikat's shares belong to Tera Investment Technology Holding.

Reminding that Emre Tezmen, Chairman of the Board of Directors of Tera Investment Technology Holding, also serves as a board member at the Central Securities Depository (MKK), Özlale noted that they are still awaiting answers to their questions regarding which institution's quota Tezmen was selected from and whose reference led to his appointment to the MKK Board of Directors.

In his statement, Özlale noted that Emre Tezmen was arrested in the stock market and fund investigation, and that the management of Tera Investment Technology Holding and Barikat Cyber Security was transferred to the TMSF (Savings Deposit Insurance Fund) trusteeship by a court decision taken on October 14, bringing this situation to the agenda with allegations of "conflict of interest" and "security vulnerability."

Özlale demanded an explanation of what services Borsa İstanbul, Türk Telekom, THY, and the relevant ministries receive from Barikat, and what critical systems and databases the company has been granted access to. He also asked whether a security and conflict of interest assessment was conducted after Tera Group became the controlling partner in Barikat.

Asking whether the company's access and log records have been examined by independent cybersecurity experts, Özlale stated that it must be investigated whether there has been any unauthorized access or data leakage into public systems or market data.

The government, which wags its finger at citizens at every opportunity by citing national security, must account for whom it has entrusted the digital fortresses of the state to. Public data is the nation's security.
