United Nations (UN) Secretary-General Antonio Guterres stated that the authority of the UN Security Council has been severely undermined due to Israel's attacks on the Gaza Strip and the Russia-Ukraine War, adding, "There is a need for serious reform in the Council's structure and working methods."

UN Secretary-General Antonio Guterres addressed the Human Rights Council in Geneva, Switzerland. Guterres expressed his regret that the UN Security Council has been unable to respond adequately to Israel's attacks on the Gaza Strip and Russia's invasion of Ukraine, noting that these conflicts have caused the authority of the UN Security Council to be severely, and perhaps fatally, undermined.

CALLED FOR REFORM

Guterres stated that the UN Security Council is frequently deadlocked and "unable to act on the most significant peace and security issues of our time," adding, "There is a need for serious reform in the Council's structure and working methods."

"WOULD DRIVE THE FINAL NAIL"

Describing the city of Rafah in the Gaza Strip as the hub of humanitarian aid operations, Guterres stated that a full-scale Israeli attack on the city would have devastating consequences, saying, "A full-scale offensive on the city would not only be terrifying for the more than 1 million Palestinian civilians sheltering there, but it would also drive the final nail into the coffin of our aid programs."
