First 4 articles of the bill to open olive groves to mining activities passed in Parliament

According to the bill, in cases where mining activities conducted to meet electricity needs coincide with areas registered as olive groves in the land registry or where olive groves are physically present, and it is not possible to conduct these activities in other areas, the Ministry of Energy and Natural Resources may grant permission—taking public interest into account—for the relocation of olive trees in the affected section to areas within the same district or province, for the conduct of mining activities in the field, and for the construction of temporary facilities related to these activities.

For every year that mining activities are conducted in areas registered as olive groves or where olive groves are physically present, an amount equal to the operating license fee will be collected from the license holder to ensure the rehabilitation of these sites.

If Treasury real estate is needed for newly established olive orchards or for the relocation of olive trees, those deemed appropriate by the Ministry of Environment, Urbanization and Climate Change may be leased directly for a period of 10 years at market value to those who request them among the property owners whose olive groves were expropriated.

For production facilities with pre-licenses or production licenses based on renewable energy sources, "urgent expropriation" decisions may be taken by the Energy Market Regulatory Board under the Expropriation Law until December 31, 2030, for the purpose of acquiring real estate subject to private ownership.

An 85 percent discount will be applied to permit, lease, and easement transactions for production facilities based on renewable energy sources that will enter operation by this date. The duration of the discounts currently applied to permit, lease, and easement transactions to reduce energy imports, lower the current account deficit, and increase production based on domestic resources will be extended by 5 years.
