Government takes action for new regulation: New decision will affect small business owners and housewives

The AKP is preparing to implement the social security promises made during the May 14, 2023, election process. Two important regulations included in the AKP's election manifesto are nearing completion by the Ministry of Labor and Social Security. The steps, which will allow both small business owners to retire early and housewives to gain social security, are targeted to pass through Parliament by the end of the year.

RETIREMENT OPPORTUNITY FOR BAĞ-KUR MEMBERS WITH 7,200 DAYS

According to a report by the Türkiye newspaper, the first of the regulations involves reducing the premium day requirement for small business owners from 9,000 to 7,200. Thus, tradespeople subject to Bağ-Kur will gain the right to retire under the same conditions as those under SSK.

This regulation, which concerns hundreds of thousands of small business owners such as hairdressers, grocers, greengrocers, market vendors, repairmen, and plumbers, is expected to allow approximately 1 million people to benefit from the right to early retirement.

It is stated that this step, which President Recep Tayyip Erdoğan announced to the public during the election period, is waiting for the regulation concerning housewives to be completed before it comes to the parliamentary agenda.

SOCIAL SECURITY AND PREMIUM SUPPORT FOR HOUSEWIVES

The government's other significant social security step covers housewives. In order to lighten the burden on housewives who pay premiums under the voluntary insurance system, one-third of these premiums will be covered by the state.

The Ministry of Labor and Social Security is conducting a comprehensive impact analysis to determine the financial burden and social effects of the practice in question. Thanks to this regulation, housewives without social security will both gain the right to retirement and be able to benefit from health services free of charge.

WEAR-AND-TEAR RIGHTS ALSO ON THE AGENDA

Not only premium support, but the living conditions of housewives will also be taken into account. Granting wear-and-tear rights based on criteria such as caring for a disabled child at home or the number of children is also among the planned regulations.

This regulation is expected to be discussed by the Economic Coordination Council by the end of July at the earliest, and then to be enacted in Parliament by the end of the year.

It was stated that efforts are continuing to implement these social security reforms, which directly concern both small business owners and housewives, before the year 2025.
