İSKİ General Manager announces: Is the number of foreigners in Istanbul decreasing?

Istanbul Water and Sewerage Administration (İSKİ) General Manager Assoc. Prof. Dr. Şafak Başa announced the impact of recent regulations regarding foreign national subscribers via social media. Başa stated that there has been a significant decrease in the number of foreign subscribers due to the new regulations.

DETAILS OF THE NEW REGULATIONS

With the new practices, subscription procedures for foreign nationals have begun to be processed only at the branch offices where they are located. Contract applications are no longer accepted through digital channels. For foreign nationals, contracts are only permitted based on the residence address registered in the Population and Citizenship Affairs (NVİ) records.

EXEMPTION FOR REAL ESTATE OWNERS

However, real estate owners are exempt from these restrictions. Furthermore, for foreign national subscribers who have more than one active contract outside of their NVİ address, contracts other than the residence address will be canceled after notification procedures are completed. If an application is to be made through a proxy, the original notarized power of attorney must also be presented.

İSKİ General Manager Şafak Başa announced in a statement on his social media account that the decline in the number of foreign subscribers occurred as a result of the tightened practices. Başa stated, “Tightening our procedures and practices regarding the rapidly increasing number of foreign subscribers has worked. Our number of active foreign subscribers has started to decrease. The number of foreign subscribers, which was 256 thousand 230 at the end of 2024, has fallen to 206 thousand 807 as of today.”
