MASAK statement on 'grey list risk': Our country found compliant with 38 of FATF's 40 recommendations
In a statement issued by the Financial Crimes Investigation Board (MASAK), it was stated: "Our country's legislative infrastructure, institutional capacity, and practices in the fight against money laundering, related predicate offenses, terrorist financing, and the financing of the proliferation of weapons of mass destruction have been comprehensively evaluated. As a result of the assessment regarding technical compliance (legislative compliance), our country was found to be compliant with 38 of FATF's 40 recommendations."
In a press release issued by MASAK, it was stated: "Our country's Financial Action Task Force (FATF) 5th Round Mutual Evaluation Report was published on the FATF website on September 23, 2026.
In the aforementioned report, our country's legislative infrastructure, institutional capacity, and practices in the fight against money laundering, related predicate offenses, terrorist financing, and the financing of the proliferation of weapons of mass destruction were comprehensively evaluated.
"IT HAS BEEN REGISTERED THAT THERE IS NO GREY LIST RISK"
As a result of the assessment regarding technical compliance (legislative compliance), our country was found to be compliant with 38 of FATF's 40 recommendations. In the assessment regarding effectiveness, our country was evaluated as 'Substantially Effective' in 3 of the 11 Immediate Outcomes (IO) and 'Moderately Effective' in 8.
These results constitute a significant indicator of the level our country has reached and demonstrate that the legislative work, institutional regulations, and practices carried out are gradually strengthening our country's capacity to combat money laundering, terrorist financing, and the financing of the proliferation of weapons of mass destruction.
Accordingly, it has been clearly registered by the FATF that our country has no strategic deficiencies in the fight against money laundering, related predicate offenses, terrorist financing, and the financing of the proliferation of weapons of mass destruction, and therefore, there is no risk of being placed on the grey list," the statement said.
The statement, which thanked all public and private sector institutions and organizations that contributed to the process, concluded: "FATF evaluations are technical assessment processes aimed at ensuring that countries' anti-financial crime systems are regularly reviewed within the framework of international standards and that these systems are continuously improved. In the coming period, efforts to show progress in the areas identified in the report will continue without slowing down, with the contributions of all our relevant institutions and organizations, within the framework of the 'Strategy Document for Increasing Effectiveness in Anti-Money Laundering and Counter-Terrorist Financing and Confiscation Practices in Turkey (2026-2030)' and the 'Strategy Document for Increasing Effectiveness in Combating the Financing of the Proliferation of Weapons of Mass Destruction in Turkey (2025-2029)'. Effectively combating money laundering, terrorist financing, and the financing of the proliferation of weapons of mass destruction, as well as protecting the integrity of the financial system and ensuring the safety and well-being of society, will continue to be among our fundamental priorities. We thank all our institutions and organizations from the public and private sectors that contributed to the process."
