According to the allegations, Filiz Duman served as the chief negotiator in the talks conducted between Qandil and Imrali during this process.

Duman, who was part of the secretariat of terrorist leader Abdullah Öcalan in Damascus for many years, also played a key role in the resolution process conducted in 2013. During that period, she held secret meetings with Sırrı Süreyya Önder, Selahattin Demirtaş, and Pervin Buldan, who went to Qandil. She also gave an interview to journalist Hasan Cemal in Qandil about the resolution process, alongside Murat Karayılan and Cemil Bayık. It was also alleged that Duman met with Masoud Barzani and Nechirvan Barzani in the Iraqi Kurdistan Regional Parliament on behalf of the terrorist organization PKK.
