Published in the Official Gazette: KPSS requirement for teacher appointments removed! How will appointments be made from now on?
According to the regulation published in the Official Gazette, the KPSS score requirement will no longer be sought for teacher appointments in 2025. The decision will enter into force on September 1, 2025. The Academy Entrance Exam (AGS) will be taken into account for appointments.
The KPSS requirement for teacher appointments has been removed. According to the regulation published in the Official Gazette and signed by AKP Chairman and President Recep Tayyip Erdoğan, this requirement will no longer be sought for teacher appointments as of September 1, 2025. The old regulation will remain in effect until this date.
Minister of National Education Yusuf Tekin had also previously stated in his announcement that teachers would no longer be recruited with KPSS scores in 2025.
Tekin had said the following:
"There will be no KPSS for our teacher candidate friends in 2025. With the protocol we made with ÖSYM, we organized an exam called the Academy Entrance Exam (AGS). It will be held for the first time on July 13, 2025. We will start our appointments and the entry process to the National Education Academy according to the AGS results. After the training at the Academy, we will have employed our teacher friends."
WHAT IS THE ACADEMY ENTRANCE EXAM?
The academic entrance exam, known as AGS, will be conducted by the Measurement, Selection and Placement Center (ÖSYM). Programs approved by the Board of Education and Discipline will be important in the AGS. This change aims to evaluate teacher candidates not only with exam scores but also through education and practice processes.
HOW WILL THE ACADEMY ENTRANCE EXAM BE CONDUCTED?
The exam will be organized in 2 sessions: the 2025 Academy Entrance Exam (AGS) and the 2025 Teaching Content Knowledge Test (ÖABT).
Accordingly, for teacher candidacies in biology, geography, science/science and technology, physics, primary school mathematics, chemistry/chemistry technology, mathematics, preschool, guidance, primary school teaching, social studies, history, Turkish, Turkish language and literature, physical education, religious culture and moral knowledge/imam hatip high school vocational courses, the MEB-AGS score will be determined by taking 50 percent of the AGS score and 50 percent of the ÖABT score.
For teacher candidacies in German, Arabic, Chinese, French, Persian, Spanish, Italian, Japanese, Korean, Russian, and English, the AGS and the Foreign Language Proficiency Exam (YDS or e-YDS) will be taken as a basis. Accordingly, the candidates' MEB-AGS score will be calculated by adding 50 percent of the AGS score and 50 percent of the YDS score.
In this context, while calculating the score in the field of foreign languages, the highest exam grade from the YDS or e-YDS scores that candidates took in the same year and before the AGS will be used. Teacher candidates will be asked 80 questions in the AGS within the scope of MEB-AGS.
The exam will cover verbal and numerical aptitude, history, geography of Turkey, foundations of education, and the Turkish national education system and its legislation (the constitution, Basic Law of National Education No. 1739, Primary Education and Training Law No. 222, Teaching Profession Law No. 7528).
The ÖABT session will consist of 50 questions aimed at the candidates' field knowledge.
