According to our Constitution and laws, he has the opportunity to form his cabinet as he wishes and whenever he wishes. As you know, there is no vote of confidence requirement in the new system; citizens now give a direct vote of confidence. Therefore, these are matters at the discretion of our President; those issues are outside of my scope."
