In the TBMM General Assembly, research motions by opposition parties regarding developments in capital markets, known publicly as the "fund crisis," were discussed. The request by opposition groups to examine the allegations and investor grievances in all their aspects was rejected by the votes of AK Party and MHP deputies.
The General Assembly convened under the chairmanship of TBMM Deputy Speaker Celal Adan. On the agenda were the group motions of opposition parties regarding the "fund crisis." The motions requested an investigation into market manipulation, insider trading, the use of political influence, investor grievances, the responsibility of public institutions, and money movements during the fund process.
The Yeni Yol Group requested the establishment of a parliamentary commission to investigate "the organized crime and fraud networks behind the financial robbery," manipulative transactions in shallow stocks, and the circles alleged to have emptied the funds before the crisis. Speaking on the motion, Yeni Yol Adana Deputy Sadullah Kısacık stated that Parliament should monitor the process transparently and called for an investigation "wherever it may lead."
The İYİ Party's motion requested an investigation into investor grievances and the administrative-political responsibilities of public authorities, in addition to allegations of unfair gains made through manipulation, insider trading, and the use of political influence. İYİ Party Adana Deputy Ayyüce Türkeş Taş stated that 455 thousand individual investors were victimized in the capital markets, where there are 6.5 million investors in total.
MONEY MOVEMENTS AND PUBLIC OVERSIGHT QUESTIONED
The CHP Group also requested the determination of administrative, legal, and institutional measures to be taken to prevent a recurrence of the fund crisis. CHP Karabük Deputy Cevdet Akay brought up the money allegedly transferred abroad during the process and asked whether MASAK, the SPK, and relevant institutions were aware of large-amount digital asset movements and money allegedly transferred to cold wallets.
Speaking on behalf of the DEM Party Group, Istanbul Deputy Kezban Konukcu argued that what happened could not be seen merely as a fund or market issue. Konukcu stated that the assets of those who operated the funds and those who gained high profits from this process should be seized and transferred to the victims.
Speaking on behalf of the YENİ Party Group, Muğla Deputy Gizem Özcan stated that the issue was not limited to a company balance sheet, noting that the rights of citizens who lost their savings and the responsibility of public institutions were being debated. Özcan emphasized that whether the savings of small investors were transferred to connected accounts could only be understood by examining transaction records and money movements.
In the votes held on the motions, the opposition's research requests were not accepted. Thus, all parliamentary research motions submitted regarding the "fund crisis" and developments in capital markets were rejected in the General Assembly by the votes of the AK Party and MHP.
