Parliament Speaker Numan Kurtulmuş calls for change to Article 3 of the Constitution: 'A state does not have a territory or a nation'

Numan Kurtulmuş's speech at Gazi University has become a hot topic on social media. Emphasizing that Turkey needs a new constitution, Kurtulmuş opened the 'unalterable' article of the Constitution to debate. Kurtulmuş stated, "The phrase 'The State of Turkey is an indivisible whole with its territory and nation' in the Constitution should be changed."

'WE WILL PRESENT EVERYONE'S OPINION'

In his speech, expressing the new constitution-making process, Kurtulmuş said, "First, you must set out the method you will use so that you can then discuss the principles correctly. It is essential to manage a transparent process where everyone can present their ideas and to guide the negotiations in a genuine manner. The duty of the TBMM Speaker is to manage this transparent negotiation process."

NUMAN KURTULMUŞ: ARTICLE 3 OF THE CONSTITUTION MUST BE CHANGED

The remarks made by Numan Kurtulmuş here, in which he touched upon changing Article 3 of the Constitution, became a hot topic on social media. Kurtulmuş said, "The essence of this state is the nation. The state exists to manage the affairs of the nation well. For example, the phrase 'The State of Turkey is an indivisible whole with its territory and nation,' which appears in the Constitution and seems quite ordinary, should be changed when viewed from this perspective. Because a state does not have a territory, a state does not have a nation. I think it is important to reconsider this text with a 'concept of a state that rises upon the power of the nation'."

WHAT IS ARTICLE 3 OF THE CONSTITUTION?

Article 3 of the Constitution, which came to the agenda with Kurtulmuş's words, was protected by Article 4 and defined the integrity, official language, flag, national anthem, and capital of the state. That article is as follows:

ARTICLE 3- The State of Turkey is an indivisible whole with its territory and nation. Its language is Turkish. Its flag, the form of which is specified in the law, is the white crescent-starred red flag. Its national anthem is the “Independence March” (İstiklal Marşı). Its capital is Ankara.

ENGİNYURT, ÖZDAĞ, AND DERVİŞOĞLU REACT

Democrat Party Deputy Chairman Cemal Enginyurt reacted to Kurtulmuş with the following words:

"Look, do you see! There was a typo in Article 3 of the Constitution, and it had to be changed. Article 3: 'The State of Turkey is an indivisible whole with its territory and nation,' it says. Mr. Numan! Which part of this bothered you? There is no typo; there is an instruction coming from the Palace. The first 4 articles cannot be changed."

ÜMİT ÖZDAĞ: 'IF THIS STATE COLLAPSES, WE WILL ALL BE BURIED UNDER IT'

Zafer Party Chairman Ümit Özdağ said the following:

"It seems they will divide it by getting us used to it. Numan Kurtulmuş is playing with words. Yet, the correct version is 'The State of Turkey is an indivisible whole with its territory and nation.'

The state consists of high authority, the nation, and the territory. This is how it is explained in all state law books. That is why those who wrote it wrote it correctly. Of course, the goal is to propose innocent changes in the first 3 articles and then completely destroy their content. If this state collapses, we will all be buried under it. But those who govern and destroy it will be the ones buried the most."

MÜSAVAT DERVİŞOĞLU: WE WILL NOT FALL FOR THIS GAME

The political tradition from which these people emerged has no definition of state, nation, or homeland.

They are hostile to all the values and institutions of the Republic of Turkey, which they are enemies of and have been unable to make peace with despite governing it for years.

With the debates they want to start over the Constitution, they will both create room for themselves to maneuver and give audacity and courage to the enemies of the state and nation, and they will feed on this politically.

We will not fall for this game!
